◆ 천안·진천 고병원성 AI 확진

고병원성 AI 중앙사고수습본부는 30일 충남 천안시 산란계 농장과 충북 진천군 종오리 농장에서 H5N1형 고병원성 조류인플루엔자가 확진됐다고 밝혔다. 천안시 농장은 산란계 9만4000여 마리를 사육하고, 진천군 농장은 종오리 7800여 마리를 사육한다. 이번 발생은 지난 9월 12일 첫 발생 이후 27번째와 28번째 사례다. 올겨울 고병원성 AI 확진 건수는 총 28건으로 늘었다.

◆ 방역조치 및 이동중지 명령

중수본은 전날 해당 농장들에서 H5형 항원을 확인한 즉시 초동대응팀을 현장에 투입했다. 초동대응팀은 출입 통제와 살처분, 역학조사 등 선제적 방역조치를 실시하고 있다. 중수본은 발생 지역과 축종 및 계열사 관련 농장, 시설, 차량 등에 대해 24시간 일시이동중지 명령을 발령했다. 발생농장 반경 10km 내 방역지역 가금농장에 대해 정밀검사를 실시한다. 대상은 천안 31호와 진천 36호다. 발생농장 방문 인원과 차량이 출입한 농장과 시설, 차량에 대해서도 정밀검사를 진행한다. 대상은 천안 30개소와 진천 33개소다.

◆ 오리 농장 일제검사 및 방역 강화

중수본은 오리 감염 개체 조기 검출을 위해 오는 31일부터 내년 1월 5일까지 발생 계열사 오리 계약사육농장 13호에 대한 일제검사를 실시한다. 해당 계열사 소속 도축장의 도축단계 검사 비율을 기존 30%에서 60%로 강화한다. 해당 계열사의 오리 계약사육농장과 부화장에 대해서도 방역점검을 실시한다. 중수본은 "이번 2건 모두 기존 발생 방역지역 10km 밖에서 발생이 확인됐다"며 "고병원성 AI 발생 시군에서는 방역지역뿐 아니라 관내 모든 가금농장에 대한 소독과 검사 등 방역관리를 강화해야 한다"고 강조했다. 중수본은 "전국 가금농장에서는 소독시설 동파방지 등 방역수칙을 철저히 준수해달라"며 "폐사 증가, 산란율 저하, 사료 섭취량 감소 등 고병원성 AI 의심 증상뿐 아니라 경미한 증상이 확인돼도 즉시 방역 당국에 신고해달라"고 당부했다.

◆ Highly Pathogenic AI Confirmed in Cheonan and Jincheon

The Central Disaster Management Headquarters for Highly Pathogenic Avian Influenza announced on the 30th that H5N1 highly pathogenic avian influenza was confirmed at a laying hen farm in Cheonan, South Chungcheong Province, and a breeding duck farm in Jincheon, North Chungcheong Province. The Cheonan farm raises approximately 94,000 laying hens, and the Jincheon farm raises approximately 7,800 breeding ducks. These are the 27th and 28th cases since the first outbreak on September 12. The total number of highly pathogenic AI cases this winter has increased to 28.

◆ Quarantine Measures and Movement Restriction Order

The headquarters immediately dispatched an initial response team to the farms after confirming the H5 antigen the previous day. The response team is implementing preemptive quarantine measures including access control, culling, and epidemiological investigation. The headquarters issued a 24-hour standstill order for farms, facilities, and vehicles related to the affected areas, livestock types, and affiliated companies. Precision inspections will be conducted on poultry farms within a 10km radius of the affected farms, including 31 farms in Cheonan and 36 farms in Jincheon. ◆ Comprehensive Inspection of Duck Farms and Enhanced Quarantine

The slaughter-stage inspection rate at slaughterhouses affiliated with the company will be increased from 30% to 60%. The headquarters emphasized, "Both cases were confirmed outside the existing 10km quarantine zones, so cities and counties with highly pathogenic AI outbreaks must strengthen quarantine management including disinfection and inspection for all poultry farms in their jurisdiction, not just quarantine zones." The headquarters urged, "All poultry farms nationwide must thoroughly comply with quarantine rules such as preventing freezing of disinfection facilities. Please report immediately to quarantine authorities if any symptoms suspected of highly pathogenic AI are observed, including increased mortality, decreased egg production rate, and reduced feed intake, as well as minor symptoms."
