◆ 확대 배치 규모
충청북도교육청(교육감 윤건영)은 12월 31일 2026년부터 기초학력 전담교사를 현재 75명에서 100명으로 확대한다고 밝혔다. 도내 초등학교 100교에 배치된다. 기초학력 전담교사는 초등 저학년 학생 중 읽기 곤란·기초 연산 곤란·난독증·경계선 지능 등으로 인해 일반 수업을 따라가지 못하는 학생에게 1대1 수업을 제공하는 초등교사다.
◆ 맞춤형 지도 방식
기초학력 전담교사는 담임교사와 함께 기초학력 진단 결과를 분석하고 학생별 학습 계획을 수립한다. 1대1 개별 학습 지도와 학습 이력 관리를 체계적으로 진행하며 학교 내·외 자원을 연계해 학습 결손 누적을 예방한다. 1학년 담임교사 관찰 결과 한글과 기초 수리력 조기 지원이 필요한 학생을 1학기부터 대상으로 전담교사 수업과 기초학력 프로그램을 제공한다.
◆ 정책 기대 효과
충북교육청은 이번 확대 배치가 모든 학생에게 최소 학습 성취를 보장하는 교육환경을 조성할 것으로 예상한다. 홍승표 유초등교육과장은 "기초학력은 모든 배움의 출발선이자 교육의 가장 기본적 책무"라며 "전담교사 확대를 통해 수업 내 격차를 줄이고 학생 성장을 이끌 수 있도록 학교 현장을 지원하겠다"고 말했다.

◆ Expansion Scale
The Chungcheongbuk Province Office of Education (Superintendent Yun Kun-young) announced on December 31 it will expand dedicated foundational learning teachers from 75 to 100 starting 2026. They will be deployed to 100 elementary schools across the province. These teachers provide one-on-one instruction to lower-grade elementary students who struggle with reading difficulties, foundational arithmetic problems, dyslexia, and borderline intellectual functioning and cannot keep pace with regular classes.
◆ Customized Instruction Method
Foundational learning teachers work with homeroom teachers to analyze diagnostic assessment results and develop individual learning plans. They conduct one-on-one instruction and systematically manage learning records while connecting school and community resources to prevent the accumulation of learning gaps. Beginning first semester, students identified by first-grade homeroom teachers as needing early support in Korean language and basic numeracy receive instruction from dedicated teachers and foundational learning programs.
◆ Expected Policy Outcomes
The Chungcheongbuk Province Office of Education expects this expansion will create an educational environment guaranteeing all students minimum learning achievement. Hong Seung-pyo, Director of Early Childhood and Elementary Education, stated, "Foundational learning is the starting line for all learning and the most fundamental responsibility of education. Through expanding dedicated teachers, we will actively support schools to reduce in-class achievement gaps and foster student growth."
