◆ 전년도 2배 규모 조례 256건 정비 추진

충북도의회 의장 이양섭이 이끄는 의회가 조례 일괄정비 사업을 통해 2024년 같은 기간 134건 대비 256건 조례를 정비했다. 신규 제정 115건, 개정 139건, 폐지 2건으로 구성됐다. 전년도 대비 약 2배 규모다. 의회는 2025년 주요 현안사업으로 조례 정비를 추진했다.

◆ 16개 광역시도 1만 6천 조례 전수조사 기반

조례 정비 기반 마련을 위해 의회 관계자들이 전국 16개 광역시도 조례 1만 6462건(2024년 11월 기준)을 전수 조사했다. 조사 결과를 충북도의회 상임위원회별 소관 조례로 분류했다. 제명 기준 정렬과 키워드 분석을 통해 충북에 미제정된 조례와 기존 조례를 구분했다. 미제정 조례는 상임위별 제정 필요성을 검토했고, 기존 조례는 상위법 개정사항과 타 시도 조례 비교 분석을 통해 개선 사항을 정비했다.

◆ 집행기관 견제 조례 다수 제정으로 권한 강화

의회는 공공투자사업 관리, 예비비 지출 보고, 출연금 정산, 출자 출연기관 예 결산 보고, 공모사업 관리, 공공기관 위탁 대행, 업무제휴 협약 보고 등 집행기관 견제를 위한 조례를 다수 제정했다. 의회 고유 권한이 실질적으로 강화됐다. 의장 이양섭은 "조례 정비는 자치법규의 질적 수준을 높이는 계기가 됐다"고 밝혔다. 의회는 사후입법평가 제도를 병행 운영하며 선순환 입법 구조 구축을 추진 중이다.

◆ Ordinance reorganization project achieves double previous year results

Chungcheongbuk Provincial Assembly, led by Speaker Lee Yang-seop, achieved reorganization of 256 ordinances through its comprehensive ordinance reorganization project, compared to 134 ordinances during the same period of 2024. The reorganization comprised 115 newly enacted ordinances, 139 amended ordinances, and 2 repealed ordinances. This represents approximately double the previous year's volume. The assembly promoted ordinance reorganization as a major policy initiative in 2025.

◆ Full-scale survey of 16,462 ordinances from 16 metropolitan cities and provinces serves as foundation

To establish a foundation for ordinance reorganization, assembly officials conducted a comprehensive survey of 16,462 ordinances from all 16 metropolitan cities and provinces nationwide (as of November 2024). Survey results were classified by standing committee jurisdiction within the Chungcheongbuk Provincial Assembly. Through title standard alignment and keyword analysis, the assembly distinguished between unestablished ordinances in Chungcheongbuk and existing ordinances. For unestablished ordinances, the assembly examined the necessity of establishment by each standing committee. For existing ordinances, the assembly reorganized them by identifying improvement areas through comparative analysis with higher-level law revisions and ordinances from other cities and provinces.

◆ Substantial strengthening of authority through enactment of multiple ordinances regulating executive branch

The assembly enacted multiple ordinances intended to regulate the executive branch, including those concerning public investment project management, reserve fund expenditure reporting, contribution fund settlement, asset and investment institution budget and settlement reporting, public recruitment project management, public institution outsourcing and delegation, and business cooperation and agreement reporting. The assembly's inherent authority has been substantially strengthened. Speaker Lee Yang-seop stated, "Ordinance reorganization has served as an opportunity to enhance the qualitative level of autonomous regulations." The assembly is implementing a post-legislative evaluation system in parallel and is advancing plans to establish a virtuous cycle legislative structure.
