서산시가 2025년 하반기 적극행정 우수사례 5건과 우수공무원 10명을 선정했다. 시는 각 부서에서 추천한 사례 13건을 1차 서면 심사, 2차 온라인 시민 투표, 인사위원회 심의를 거쳐 최종 선정했다. 우수공무원은 우수사례 1건당 장려 등급 1명, 혁신 등급 1명으로 총 10명이 선발됐으며, 인사 가점 등 혜택을 부여받는다.
◆ 친환경 자원회수시설 준공 - 자원순환 이효남 팀장(장려 등급), 김진 주무관(혁신 등급)이 서산시 새로운 랜드마크인 친환경 체험관광형 자원회수시설 준공을 주도했다.
◆ 특별재난지역 선포와 복구 예산 확보 - 지난 7월 집중호우 피해 후 건설과 신민식 주무관(장려 등급), 홍재인 주무관(혁신 등급)이 신속한 발품 행정으로 특별재난지역 선포와 650억 원 복구 예산 확보를 이뤄냈다.
◆ 국도 29호선 감응신호 시스템 구축 - 교통과 이웅 팀장(장려 등급), 박천호 주무관(혁신 등급)이 대산 방면 출퇴근길 정체 해소에 기여했다.
◆ 산업위기 선제대응지역 지정 - 투자유치과 정민숙 팀장(장려 등급), 임재용 주무관(혁신 등급)이 지역 산업 회복의 전환점을 마련했다.
◆ 한국생명공학연구원 서산분원 유치 - 미래전략담당관 남무성 팀장(장려 등급), 태성용 주무관(혁신 등급)이 유치를 주도했다.
서산시는 우수사례를 전 직원과 공유해 시민 중심의 적극행정 실천 문화를 조성하고 전국에 전파해 행정 혁신을 선도한다는 방침이다. 이완섭 서산시장은 "시는 앞으로도 직원이 유연한 사고와 창의적인 태도를 바탕으로 시민들을 위한 적극행정을 실천할 수 있도록 최선을 다하겠다"고 밝혔다.

Seosan City announced the selection of five outstanding proactive administration practices and 10 outstanding public officials for the second half of 2025. The city finalized selections after conducting a first-round written review, second-round online citizen voting, and personnel committee deliberation on 13 cases recommended by each department. Ten officials were selected—one at commendation grade and one at innovation grade per practice—and will receive benefits including personnel evaluation points.
The resource circulation team led by Park Team Leader Lee Hyo-nam (commendation grade) and civil servant Kim Jin (innovation grade) spearheaded completion of Seosan City's new landmark, an eco-friendly experiential tourism resource recovery facility. Following heavy flooding in July, the construction department's civil servant Shin Min-sik (commendation grade) and Hong Jae-in (innovation grade) achieved special disaster area designation and secured 65 billion won in recovery budget through swift administrative action. The traffic department's Team Leader Lee Ung (commendation grade) and civil servant Park Cheon-ho (innovation grade) contributed to alleviating traffic congestion on National Route 29 toward Daesan through an adaptive traffic signal system. The investment attraction team's Park Team Leader Jung Min-suk (commendation grade) and civil servant Lim Jae-yong (innovation grade) established a turning point for regional industrial recovery through designation as an industrial crisis preemptive response area. Future strategy official Park Team Leader Nam Mu-sung (commendation grade) and civil servant Tae Sung-yong (innovation grade) led the recruitment of the Korea Research Institute of Bioscience and Biotechnology Seosan Branch.
Seosan City plans to share the outstanding practices with all employees to foster a proactive administration practice culture centered on citizens and disseminate these practices nationwide to lead administrative innovation. Mayor Lee Wan-seop stated, "The city will do its utmost to enable employees to practice proactive administration for citizens based on flexible thinking and creative attitudes going forward."
