◆ 단양군 2026년 공공형 외국인 계절근로자 국비 공모사업 선정
충북 단양군은 농림축산식품부가 주관한 '2026년 공공형 외국인 계절근로자 국비 공모사업'에 최종 선정됐다고 24일 밝혔다. 이번 선정으로 단양군은 농번기 반복되는 농촌 일손 부족 문제를 완화할 수 있게 됐다. 단양군은 외국인 계절근로자를 공공에서 직접 관리·운영하는 체계를 구축해 안정적인 농업 인력 공급이 가능해질 전망이다.
◆ 라오스와 MOU 체결…운영 협의체 구성 완료
단양군은 지난 8월 라오스와 외국인 계절근로자 도입을 위한 업무협약을 체결하고 인력 확보 기반을 마련했다. 이후 단고을조합공동사업법인과 단양농협, 북단양농협, 단양소백농협 등 3개 지역농협이 참여하는 '공공형 외국인 계절근로자 운영 협의체'를 구성했다. 단고을조합공동사업법인이 운영주체로서 외국인 계절근로자를 직접 고용하고 3개 지역농협이 홍보와 신청 접수, 농가별 인력 배치 등을 담당한다.
◆ 고령농·영세농 중심 인력 배치 방침
단양군은 계절근로자의 숙소 임차료와 산재보험료를 지원할 계획이다. 단양군은 국비를 바탕으로 외국인 계절근로자의 입국·체류 관리와 숙소 운영, 근로 여건 개선 등을 지원한다. 고령농과 영세농 등 인력 확보에 어려움을 겪는 농가를 중심으로 인력을 배치할 방침이다. 군 관계자는 "이번 공모사업 선정은 농촌 인력난 해소를 위한 중요한 전환점이 될 것"이라며 "농가와 근로자 모두가 만족할 수 있는 안정적인 계절근로 환경을 조성해 나가겠다"고 말했다. 올해는 결혼이민자 초청 방식으로 외국인 계절근로자 360명이 영농 현장에 투입돼 농번기 인력난 해소에 기여했다.

Subsequently, it formed the 'Public Foreign Seasonal Worker Operating Council' with participation from Dangoeul Cooperative Joint Business Corporation and three local agricultural cooperatives including Danyang Agricultural Cooperative, Bukdanyang Agricultural Cooperative, and Danyang Sobaek Agricultural Cooperative. Dangoeul Cooperative Joint Business Corporation directly employs foreign seasonal workers as the operating entity, while the three local agricultural cooperatives handle promotion, application reception, and workforce allocation by farm household.
◆ Policy to Allocate Workforce Centered on Elderly and Small-Scale Farms
Danyang-gun plans to support seasonal workers' accommodation rent and industrial accident insurance. Danyang-gun will support foreign seasonal workers' entry and stay management, accommodation operation, and improvement of working conditions based on national funding. It plans to allocate workforce centered on farm households having difficulty securing labor, such as elderly farms and small-scale farms. A county official said "This project selection will be an important turning point for resolving rural labor shortage" and "We will create a stable seasonal work environment that satisfies both farm households and workers through public foreign seasonal worker operation." This year, 360 foreign seasonal workers were deployed to farming sites through marriage immigrant invitation method, contributing to resolving farming season labor shortage.
