◆ 북한이탈주민지원 지역협의회 개최

당진시는 4일 시청 소회의실에서 북한이탈주민지원 지역협의회를 열었다. 황침현 부시장이 회의를 주재했다. 관계 기관과 단체 위원, 공무원 등 20여 명이 참석했다. 참석자들은 북한이탈주민의 안정적 지역 정착을 위한 지원 방안을 논의했다.

◆ 신규 위원 위촉 및 사업 현황 공유

당진시는 이날 신규 위원 4명에게 위촉장을 전달했다. 민주평화통일자문회의 당진시협의회 이강수 회장, 충청남도 자치행정과 김다흠 주무관, 충남하나센터 이성숙 센터장, 당진고용복지센터 김서영 센터장이다. 신규 위원들은 2년간 지역 내 북한이탈주민 지원 정책 발굴과 현장 의견 수렴에 참여한다. 참석자들은 북한이탈주민이 입국 후 정착 과정에서 겪는 어려움과 차별 사례를 공유했다. 각 기관은 상담, 사례관리, 취업, 교육, 심리 정서 회복, 지역 주민 교류 프로그램 등 주요 사업을 소개했다.

◆ 165명 거주…민관 협력체계 강화

당진시에는 2025년 11월 말 기준 북한이탈주민 165명이 거주한다. 당진시는 생활 밀착형 지원, 일자리와 자립 기반 강화, 위기가구 발굴과 지원, 주민 인식 개선 등을 중점 과제로 추진한다. 황침현 부시장은 "초기 정착을 넘어 주거, 일자리, 가족, 심리와 정서까지 세심하게 살펴야 할 때"라며 "행정과 지역사회가 함께 책임을 나눠 북한이탈주민이 당진 시민으로서 자긍심을 가지고 살아갈 수 있도록 민관 협력체계를 더욱 강화하겠다"고 말했다.

Dangjin City held the Regional Council for North Korean Defector Support at the city hall small conference room on the 4th. Deputy Mayor Hwang Chim-hyun presided over the meeting. About 20 people attended, including committee members from related agencies and organizations and public officials. Participants discussed support measures for the stable local settlement of North Korean defectors.

◆ New Committee Members Appointed and Project Status Shared

Dangjin City delivered letters of appointment to four new committee members on this day. They are Lee Kang-su, Chairman of the Dangjin City Council of the National Unification Advisory Council; Kim Da-heum, official of Chungcheongnam-do Autonomous Administration Division; Lee Seong-suk, Director of Chungnam Hana Center; and Kim Seo-young, Director of Dangjin Employment and Welfare Center. The new committee members will participate in developing support policies for North Korean defectors and collecting field opinions for two years. Participants shared difficulties and discrimination cases that North Korean defectors experience during their settlement process after entering the country. Each agency introduced major projects including counseling, case management, employment, education, psychological recovery, and local resident exchange programs.

◆ 165 Residents…Strengthening Public-Private Cooperation System

As of the end of November 2025, 165 North Korean defectors reside in Dangjin City. Dangjin City promotes key tasks such as life-oriented support, strengthening jobs and self-reliance foundation, discovering and supporting households in crisis, and improving resident awareness. Deputy Mayor Hwang Chim-hyun said, "It is time to carefully examine housing, jobs, family, and psychological and emotional aspects beyond the initial settlement," and added, "We will further strengthen the public-private cooperation system so that North Korean defectors can live with pride as Dangjin citizens by sharing responsibility between the administration and local community."
