세종산업위 2026년 예산 심사...금액 먼저 결정 방식 지양 촉구

◆ 예산 편성 원칙 강조

세종특별자치시의회 산업건설위원회(위원장 김재형)는 26일 제102회 정례회 기간 경제산업국 및 투자유치단 소관 2026년도 예산안과 기금운용 계획안에 대한 예비 심사를 실시했다. 경제산업 분야 2026년 예산안 세입예산은 전년도 대비 146억 6,908만 7천 원 증액된 365억 4,437만 5천 원으로 편성됐다. 세출예산은 전년도 대비 67억 9,166만 6천 원 증액된 883억 994만 3천 원으로 편성됐다. 김재형 위원장은 예산 편성 시 "금액을 먼저 확정하고 산출 근거를 맞추는 방식"을 지양해야 한다고 지적했다. 세종 재정이 어려운 상황이라도 내실 있는 예산 심의를 위해 예산이 사업의 실제 필요 규모에 맞게 적정 편성될 것을 강조했다.

◆ 위원들의 재정 건의

최원석 부위원장은 세종산업기술단지 본관동 위탁사업비 부족분을 단지 자체 수입금으로 충당하는 방식이 "예산 총계주의 원칙"에 부합하지 않는다고 지적했다. 김광운 위원은 조치원산업단지 환경조성사업의 국비 신규 확보에 감사를 표하며 근로자 편의시설 확충과 경관 개선을 당부했다. 김학서 위원은 국가산업단지 진입도로 건설사업이 2031년까지 약 400억 원의 시비가 투입될 계획인 점을 언급하며 국비 등 대체 재원 마련을 위한 추가 노력이 필요하다고 말했다. 안신일 위원은 경제산업국 일반회계가 전년도 대비 약 52억 원 감액된 부분을 언급하며 소상공인과 시민 지원에 소홀함이 없도록 세심한 예산 집행을 당부했다.

◆ 소상공인 지원·기반시설 개선 요청

김현옥 위원은 전통시장 도로·조명 보수공사비가 매년 반복 소요되는 점을 언급하며 장기적 교체 방식이 예산 절감에 기여할 수 있을 것으로 봤다. 전통시장 내 폐쇄회로텔레비전(CCTV) 송출 불가 문제와 관련해 화재나 물품 도난에 대비한 신속한 조치가 필요하다고 강조했다. 김효숙 위원은 노란우산공제 가입 제도가 예산 대비 효과가 크나 가입률이 25%에 머무른 점을 지적하며 소상공인을 위한 가입 장려와 홍보 방안 마련을 요청했다. 산업건설위원회는 다음 달 2일까지 2026년 본예산에 대한 예비 심사를 계속 진행할 예정이다.
