◆ 충북도 전국 첫 성과 거두다
충북도는 24일 청주시 한국교원대학교 청람아트홀에서 '제5회 충북인구포럼'을 개최했다. 행사는 '미래를 잇는 인구정책, 함께 만드는 충북의 내일'을 주제로 진행됐다. 저출생·고령화로 인구감소가 가속화하는 상황에서 대응 전략을 마련하기 위해 충북도, 충북도교육청, 한국교원대학교가 공동으로 기획했다.
이동옥 충북도 행정부지사, 차우규 한국교원대학교 총장, 김태형 충북도교육청 부교육감, 노금식 충북도의회 인구소멸대응 대책 특별위원회 위원장과 도·시군 교육 관계자, 연구자, 도민 200여 명이 참석했다. 충북은 2025년 상반기 출생아 수 증가율 12.8%로 전국 1위를 기록했다. 전국적 저출생 심화 속에서 상승 추세를 이어가는 유일한 지역이다.
◆ 결혼·출산 친화 정책 강화
충북도는 결혼·출산 친화환경 조성과 출산·양육 지원정책 강화에 집중한다. 이와 동시에 교육·지역 활성화 정책과 연계한 중장기 인구정책 패러다임 전환을 추진 중이다. 이동옥 행정부지사는 "충북은 전국 최초·최고 수준의 저출생 대응 정책으로 출생아 수 증가라는 긍정적 변화를 보이고 있다"고 말했다. 그러면서 "인구위기를 넘어 미래로 나아가기 위해 지역·교육·정책의 연결이 무엇보다 중요하다"고 강조했다.
◆ 현장의 목소리 담다
포럼에서는 4개의 주제 발표와 토론이 진행됐다. 한승석 충북연구원 박사는 충북 인구정책 패러다임 변화를 주제로 정책적 변화의 필요성을 제시했다. 진천상신초 박수진 교사는 '내 고장 살리기 프로젝트' 중심의 창의융합수업 모델을 소개했다. 이한솔 늘봄지원실장은 늘봄학교 인구교육 맞춤형 프로그램 개발 사례를 발표했다. 전의초 류호정 교사는 레퍼토리 그리드 기법을 활용한 초등학생 인구교육 구성개념 분석 결과를 공유했다. 포럼 참석자들은 정책 방향과 교육 현장 실천 사례 연계 시 체계적이고 효과적인 인구위기 대응 전략 구축이 가능하다는 데 의견을 모았다.

◆ Chungbuk Achieves National Milestone
Chungbuk Province held the Fifth Chungbuk Population Forum on November 24 at the Cheonglam Art Hall on the campus of Korea National University of Education in Cheongju. The event proceeded under the theme "Population Policy for the Future, Tomorrow of Chungbuk Built Together." Chungbuk Province, Chungbuk Provincial Office of Education, and Korea National University of Education jointly organized the forum to formulate response strategies amid accelerating population decline caused by low birth rates and aging society.
Lee Dong-ok, Vice Governor of Chungbuk Province; Cha Woo-gyu, President of Korea National University of Education; Kim Tae-hyung, Vice Superintendent of Chungbuk Provincial Office of Education; and Noh Geum-sik, Chair of the Special Committee on Population Decline Response in the Chungbuk Provincial Assembly attended the forum. Over 200 participants including local government officials, educators, researchers, and residents participated. Chungbuk recorded a 12.8% increase in the number of births in the first half of 2025, ranking first nationwide. The province remains the only region in South Korea maintaining upward momentum amid nationwide low birth rate intensification.
◆ Strengthening Marriage and Childbirth Support Policies
Chungbuk Province concentrates on creating a marriage and childbirth-friendly environment and strengthening childbirth and childcare support policies. Simultaneously, the province pursues a paradigm shift in medium and long-term population policy linked with education and regional revitalization initiatives. Vice Governor Lee Dong-ok stated, "Chungbuk demonstrates positive changes in birth numbers through cutting-edge low birth rate response policies implemented nationwide for the first time." He emphasized, "To move beyond demographic crisis toward the future, connections between regional, educational, and policy initiatives matter most."
◆ Voices from the Field
Four thematic presentations and discussions took place at the forum. Dr. Han Seung-seok from the Chungbuk Research Institute presented the paradigm shift in Chungbuk's population policy, highlighting the necessity for policy transformation. Park Su-jin, a teacher at Jincheon Sangsin Elementary School, introduced a creative convergence class model centered on the "Revitalizing My Hometown Project." Lee Han-sol, Director of the All-Bloom School Support Office, presented cases of customized population education programs in All-Bloom Schools. Ryu Ho-jeong, a teacher at Jeoniu Elementary School, shared analysis results of population education conceptual frameworks for elementary students utilizing the repertory grid technique. Forum participants reached consensus that systematic and effective strategies for addressing the demographic crisis become possible when policy direction connects with educational field practice cases.
