청주시, 내년 예산 3조7천904억 원 편성...올해보다 8.2% 증액

이범석 청주시장은 20일 열린 제98회 청주시의회 제2차 정례회에서 2026년도 본예산안을 발표하며 "다가오는 한 해는 미래 100년의 초석을 다지고, 그 결실을 시민 모두의 행복으로 돌려드리는 전환점이 될 것"이라고 밝혔다.

◆지방소득세 22% 증가, 국도비 보조금 10.4% 증액

청주시가 시의회에 제출한 내년도 예산안은 총 3조7천904억 원으로, 올해보다 2천855억 원(8.2%) 증액됐다. 일반회계는 3조3천775억 원, 특별회계는 4천129억 원으로 각각 잡혔다.

올해 예산 증액 배경에는 SK하이닉스 등 기업 실적 호조에 힘입은 지방소득세 수입 증가(9천540억 원, 22% 증가)와 국도비 보조금 확충(1조5천368억 원, 10.4% 증가)이 크게 작용했다.

◆복지·민생경제 분야 예산 대폭 확대

복지와 민생경제 분야 예산도 대폭 늘었다. 기초연금(3천748억 원), 생계급여(1천486억 원), 부모급여(725억 원) 등 필수 복지 지원이 전년 수준보다 확대됐고, 청주페이 발행(3천억 원), 소상공인 이차보전(50억 원), 청년월세 지원(67억 원) 등 지역상권 활성화와 취약계층 지원도 늘렸다.

AI 영상분석과 스마트시티 플랫폼 고도화, 침수취약지 하수정비, 재해 위험지역 개선 사업 등이 병행돼 안전망도 강화된다.

◆도시경쟁력 강화와 교통망 확장 추진

청주시는 도시경쟁력 강화를 위해 원도심 고밀복합개발, 도시재생사업, 무심천·미호강 등 도심 문화·관광 인프라 확충, 가족형 체험벨트 조성, 청년창업공간·첨단산업 맞춤 인재 양성 등에 정책적 균형을 맞춘다.

관내 3순환로 완전 입체화와 오창IC 연결로 신설 등 교통망 확장 사업도 가속화한다.

시민 참여 행정 강화와 생활밀착형 복지·경제 정책도 한층 확대된다. 시민 제안이 정책으로 이어지는 청주 미래전략 대토론회 정례화와 통합예약시스템 도입으로 행정서비스 혁신이 추진된다.

이 시장은 "시민이 체감할 수 있는 변화, 미래를 준비하는 혁신, 그리고 함께하는 성장에 시정의 모든 역량을 집중하겠다"고 말했다.

The budget proposal for next year that Cheongju City submitted to the city council totals 3 trillion 790.4 billion won, an increase of 285.5 billion won (8.2%) from this year. The general account was set at 3 trillion 377.5 billion won and the special account at 412.9 billion won respectively.

The background to this year's budget increase was largely due to increased local income tax revenue (954 billion won, 22% increase) driven by strong corporate performance from companies such as SK Hynix and expansion of national subsidies (1 trillion 536.8 billion won, 10.4% increase).

◆Welfare and livelihood economy sector budgets significantly expanded

Budgets for welfare and livelihood economy sectors also increased significantly. Essential welfare support such as basic pension (374.8 billion won), livelihood benefits (148.6 billion won), and parental allowance (72.5 billion won) expanded beyond previous year levels, and support for local commercial districts and vulnerable groups also increased, including Cheongju Pay issuance (300 billion won), small business interest subsidy (5 billion won), and youth monthly rent support (6.7 billion won).

Safety nets will also be strengthened through parallel implementation of AI video analysis and smart city platform advancement, sewage maintenance in flood-prone areas, and improvement projects for disaster risk areas.

◆Promoting urban competitiveness enhancement and transportation network expansion

Cheongju City will balance policies for enhancing urban competitiveness including high-density mixed development in original downtown, urban regeneration projects, expansion of urban cultural and tourism infrastructure such as Musim Stream and Miho River, creation of family experience belts, and youth startup spaces and customized talent training for high-tech industries.

Transportation network expansion projects such as complete three-dimensional construction of the third ring road within the jurisdiction and new construction of Ochang IC connection roads will also accelerate.

Strengthening citizen participation administration and life-oriented welfare and economic policies will also be further expanded. Administrative service innovation will be promoted through regularization of the Cheongju Future Strategy Grand Debate where citizen proposals lead to policies and introduction of an integrated reservation system.

Mayor Lee said, "We will concentrate all municipal administration capabilities on changes that citizens can feel, innovation that prepares for the future, and growth together."
