2016~2025 행복교육지구 검증…충남교육청 "학교·지역 함께 성장 구도 본격화"

◆정책 평가 결과 발표

충남교육청(교육감 김지철)은 21일 도교육청 회의실에서 '충남마을교육공동체 성과분석 및 발전방안 연구' 최종보고회를 개최했다. 이번 보고회는 2016년부터 올해까지 추진한 충남행복교육지구(10년)의 성과를 점검하고 미래 정책 방향을 수립하기 위해 마련됐다. 정책기획과와 교육지원청 담당자, 충남마을교육공동체 정책지원단, 국립공주대학교 연구진 등 약 40명이 참석했다. 국립공주대학교 산학협력단은 14개 교육지원청 자체평가보고서, 사례분석, 초점집단면담(FGI), 네트워크 분석 등 근거 자료에 기초한 연구 결과를 발표했다.

◆주요 성과와 평가

연구진은 10년간 마을학교 확대, 마을교사 양성, 지자체 협력 기반 구축 등 분야에서 눈에 띄는 성과를 거뒀다고 평가했다. 도시와 농어촌의 여건 차이를 반영한 다양한 사례가 축적되면서 학생들의 생활권 범위 내에서 배움이 확장된 점이 주요 성과로 제시됐다. 또한 늘봄학교, 학생맞춤형통합지원, 교육특구 등 지역 연계 정책이 마을교육공동체에 미치는 영향을 분석했다.

◆향후 정책 방향

연구진은 향후 정책 추진 방향으로 네 가지 전략을 제안했다. 첫째 '교육협력전환' 중심의 지역 연계 강화, 둘째 지역 간 운영 편차 해소, 셋째 중간지원조직과 추진조직 재정비, 넷째 마을교육과정의 질적 고도화다. 특히 마을교육공동체의 지속성 확보를 위해 지자체와 주민, 학교의 역할을 명확히 하고 협력 구조를 강화할 필요성이 강조됐다. 송하종 정책기획과장은 "10년간의 성과는 단순한 사업 축적이 아니라 충남형 교육협력의 기반을 다진 중요한 과정"이라며 "충남미래교육 2030 방향성과 연계해 학교와 지역이 함께 성장하는 지속가능한 교육모델을 구축하겠다"고 말했다.

◆Policy Evaluation Results Released

Chungnam Provincial Office of Education (Superintendent Kim Ji-cheol) held a final report meeting on 'Performance Analysis and Development Plans for Chungnam Community Education Communities' at the provincial education office meeting room on the 21st. The report meeting was organized to assess the performance of the Chungnam Happy Education District initiative, which has been promoted from 2016 to present (10 years), and to establish future policy directions. Approximately 40 people attended, including officials from the Policy Planning Division and Education Support Offices, members of the Chungnam Community Education Policy Support Team, and research teams from Kongju National University. The Kongju National University Industry-Academy Cooperation Team presented research results based on evidence materials including self-evaluation reports from 14 education support offices, case analysis, focus group interviews (FGI), and network analysis.

◆Major Achievements and Assessment

Researchers evaluated that over the past 10 years, significant achievements were made in expanding community schools, cultivating community teachers, and building cooperative foundations with local governments. Various cases reflecting the different circumstances of urban and rural areas have accumulated, with the expansion of learning within students' daily living areas presented as a major achievement. The research also analyzed the impact of regionally-linked policies, including the All-day school program, student-customized integrated support services, and education special zones on community education communities.

◆Future Policy Directions

Researchers proposed four strategies for future policy implementation. First, strengthening regional cooperation centered on 'educational cooperation transition'; second, eliminating operational disparities between regions; third, reorganizing intermediate support organizations and implementation bodies; fourth, qualitative advancement of community education curricula. In particular, the need to clarify the roles of local governments, residents, and schools and strengthen cooperative structures to ensure the sustainability of community education communities was emphasized. Song Ha-jong, Division Chief of Policy Planning, stated, "The achievements of the past 10 years represent not merely an accumulation of projects but an important process in establishing the foundation for Chungnam-style educational cooperation," and added, "We will build a sustainable education model in which schools and communities grow together, linking with the direction of Chungnam Future Education 2030."
