◆ 도의회 홍성·예산 행정통합 실행 방안 본격 논의

충남도의회 '기초단위 행정통합 방안 모색 연구모임'(대표 이상근 의원)은 20일 도의회 회의실에서 제2차 회의 및 연구용역 중간보고회를 개최했다. 이상근 의원(홍성1·국민의힘), 연구모임 회원, 관계 공무원, 연구진 등 10여 명이 참석했다. 홍성·예산 두 지역 행정통합 구체적 실행 방안을 심도 있게 논의했다.

◆ 국내 최초 군간 통합…내포신도시 공동 생활권 기반

연구용역 수행 연구진은 홍성·예산 행정통합이 국내 최초 군간 통합사례가 될 수 있다고 강조했다. 두 지역이 내포신도시 공동 생활권을 공유하고 있어 통합 논의 필요성이 크다고 설명했다. 홍성군은 소멸위험지역, 예산군은 소멸고위험지역으로 분류되나 내포신도시 인구는 증가 추세를 보이는 점이 특징이다. 연구진은 선행 통합 사례 분석을 토대로 두 군에 적합한 조건과 요구 과제를 도출할 계획이다.

◆ 주민 체감 이익 최우선…"성급한 추진보다 공감 형성 필수"

이상근 의원은 행정통합의 궁극적 목표를 주민 편익 향상에 두어야 한다고 강조했다. 교통·의료·교육·생활SOC 등에서 주민이 체감할 수 있는 변화, 손해 발생 여부를 선제적으로 검토해야 한다고 밝혔다. 성급한 일정 추진보다 주민 이해와 공감 형성을 최우선으로 하며 충분한 정보 제공과 공론화 과정을 거쳐 충남 실정에 맞는 기초단위 통합 모델을 마련해야 한다고 주장했다.

The research team conducting the commissioned project emphasized that Hongseong-Yesan administrative integration could become the first inter-county integration case in South Korea. Researchers explained that the strong necessity for integration discussions stems from the two regions sharing a common living area in Naipo New City. While Hongseong County is classified as a disappearing-risk area and Yesan County as a high-risk disappearing area, the population in Naipo New City shows an increasing trend. The research team plans to identify conditions and required tasks suitable for both counties based on analysis of previous integration cases.

Representative Lee Sang-geun emphasized that the ultimate goal of administrative integration must center on improving residents' welfare. He stated that preemptive review is necessary to examine what changes residents can experience in transportation, medical care, education, and living infrastructure, as well as whether any county residents face disadvantages. He argued that forming resident understanding and consensus takes priority over rushing the implementation timeline, and that a basic-level integration model suited to Chungnam's circumstances must be established through sufficient information provision and public deliberation processes.
