◆ 서산시 중심 13개 지자체 협력 강화
충남 서산시가 중부권 동서횡단철도의 제5차 국가철도망 구축계획 반영을 위해 광역 협력체를 가동했다. 19일 경상북도 예천군 개최된 제10회 중부권 동서횡단철도 건설사업 시장·군수 협력체 회의에 충남·충북·경북 13개 지방자치단체와 한국교통연구원 관계자 100여 명이 참석했다. 회의 참석자들 중부권 동서횡단철도 건설사업의 신규사업 반영 방안을 협의했다.
◆ '올해 말 중앙정부 제출' 공동 건의문 추진
협력체는 회의 결과를 바탕으로 작성한 공동 건의문을 올해 말 중앙부처에 제출하기로 결정했다. 한국교통연구원 관계자는 국내 철도 가치와 향후 정책 방향에 대해 설명했다. 제5차 국가철도망 구축계획 12월 공청회를 거쳐 2026년 상반기 고시될 예정이다.
◆ 330㎞ 대규모 국책사업 본격 추진 탄력
중부권 동서횡단철도는 충남 서산시에서 경상북도 울진군까지 13개 시군을 연결하는 사업이다. 총길이 330㎞, 사업비 약 7조 원 규모 대형 국책사업이다. 완공 시 서산시에서 울진군까지 2시간 내 도착이 가능해진다. 서산시 홍순광 부시장은 "남북축 위주 교통시설에서 탈피한 동서축 연결로 국토 균형발전에 부응하는 사업"이라며 "관련 지자체와 함께 제5차 국가철도망 구축계획 반영에 최선을 다하겠다"라고 밝혔다. 시는 국제 크루즈선, 서산공항과의 복합 교통망 구축과 관내 산업 활성화를 위해 당 철도 건설이 필수적이라고 판단했다. 지난 6월 28일과 7월 1일 국회에서 특별법안이 발의되었고, 10월 국정감사에서도 건설 촉구가 이루어졌다.

◆ Seosan City Strengthens Multi-Regional Cooperation Framework
Seosan City in South Chungcheong Province has activated a multi-regional cooperative body to secure the inclusion of the Central Region East-West Connecting Railway in the 5th National Railway Network Construction Plan. The 10th Central Region East-West Connecting Railway Construction Project Mayor-County Commissioner Cooperation Meeting held on the 19th in Yecheon County, Gyeongbuk Province attracted approximately 100 officials from 13 local governments across South Chungcheong, North Chungcheong, and Gyeongbuk Province as well as representatives from the Korea Transport Institute. Meeting participants discussed implementation methods for reflecting the Central Region East-West Connecting Railway construction project as a new undertaking.
◆ Joint Petition to Central Government Submission Targeted for Year-End
The cooperation body decided to submit a joint petition drafted based on meeting outcomes to central government ministries by year-end. A Korea Transport Institute official presented information on domestic railway value and future policy direction. The 5th National Railway Network Construction Plan will proceed through a public hearing in December and be announced in the first half of 2026.
◆ Large-Scale National Project Gains Momentum with 330-Kilometer Scope
The Central Region East-West Connecting Railway links 13 municipalities from Seosan City in South Chungcheong Province to Uljin County in Gyeongbuk Province. The project spans 330 kilometers with an estimated budget of approximately 7 trillion won. Upon completion, travel from Seosan City to Uljin County will take less than two hours. Vice Mayor Hong Soon-gwang of Seosan City stated, "This project represents a departure from north-south oriented transportation infrastructure toward east-west axis connectivity, responding to balanced national development," and pledged, "We will do our utmost to secure inclusion in the 5th National Railway Network Construction Plan together with relevant local governments." The city determined that this railway construction is essential for establishing an integrated transportation network connecting international cruise ships and Seosan Airport, as well as revitalizing local industries. Special legislation was introduced in the National Assembly on June 28 and July 1, with construction advocacy repeated during October national audit sessions.
