◆ 12월 전 구간 완공, 실시설계 15년·착공 8년 만에 완성
충청내륙고속화도로가 12월 전 구간 완전 개통한다.
김영환 충북지사는 17일 충북도청 브리핑룸에서 기자회견을 열고 "충청내륙고속화도로 3·4공구 구간 17.2km가 올해 내에 완공된다"고 밝혔다. 충주시 대소원면에서 중앙탑면 검단교차로를 거쳐 제천시 봉양읍까지 이어지는 구간이다. 충청내륙고속화도로는 청주, 증평, 음성, 충주, 제천을 지나는 57.8km 길이의 자동차 전용도로다. 대전국토관리청은 2017년 5월부터 총사업비 1조305억원을 투입해 4개 공구로 나눠 공사를 진행했다. 실시설계 15년 만, 착공 8년 만에 전 구간을 완전 개통하게 된다.
◆ 청주-제천 120분에서 80분으로 40분 단축
전 구간이 개통되면 청주시청에서 제천시청까지 이동시간이 120분에서 80분으로 40분 줄어든다. 18일 낮 12시에는 2·3공구 음성군 소이면에서 충주시 대소원면 신촌교차로까지 10.7km 구간이 먼저 개통한다. 이번 개통으로 청주시청에서 충주시청까지 이동시간은 90분에서 55분으로 35분 단축된다. 지난해 7월 청주 북이면증평 도안교차로 10.5km, 12월 도안교차로음성 원남 10km 구간이 각각 개통했다. 지난 5월과 9월에도 일부 구간이 순차 개통됐다.
◆ 충북 반나절 생활권 실현, 제2충청내륙고속화도로 연결 추진
충북도는 충청내륙고속화도로 완공 후 제2충청내륙고속화도로와 연결 작업에 착수한다. 제2충청내륙고속화도로는 청주, 보은, 옥천, 영동 등 충북 남부권을 지나는 노선이다. 충북도는 제6차 국토국지도계획에 청주 초정~미원 구간을 포함시키는 안을 추진 중이다. 김영환 지사는 "충청내륙고속화도로는 충북의 경부고속도로와 같은 상징적 의미는 물론 산업기반의 핵심 축이 될 것"이라며 "제2충청내륙고속화도로와 연결하면 충북은 진정한 반나절 생활권을 맞게 될 것"이라고 말했다. 충북도는 도내 북부권과 중부권, 청주권 간 활발한 인적·물류 교류로 지역 경제·관광 활성화 효과를 기대하고 있다.

◆ Full completion in December, 15 years after detailed design and 8 years after construction
The Chungcheong Inland Expressway will fully open all sections in December. Governor Kim Young-hwan of Chungbuk held a press conference at the Chungbuk Provincial Government briefing room on the 17th and announced, "The 17.2km Section 3-4 of the Chungcheong Inland Expressway will be completed within this year." The section runs from Daesowon-myeon in Chungju-si through Geomdang Intersection in Jungangtap-myeon to Bongyang-eup in Jecheon-si. The Chungcheong Inland Expressway is a 57.8km automobile-only road passing through Cheongju, Jeungpyeong, Eumseong, Chungju, and Jecheon. Daejeon Regional Office of Land Management has been conducting construction divided into four sections since May 2017 with a total project cost of 1.0305 trillion won. The entire section will be fully opened 15 years after detailed design and 8 years after construction began.
◆ Cheongju-Jecheon reduced from 120 minutes to 80 minutes, 40-minute reduction
When the entire section opens, travel time from Cheongju City Hall to Jecheon City Hall will be reduced from 120 minutes to 80 minutes, a 40-minute reduction. At noon on the 18th, the 10.7km section from Soi-myeon in Eumseong-gun to Sinchon Intersection in Daesowon-myeon, Chungju-si in Section 2-3 will open first. This opening reduces travel time from Cheongju City Hall to Chungju City Hall from 90 minutes to 55 minutes, a 35-minute reduction. In July last year, the 10.5km section from Buki-myeon in Cheongju to Doan Intersection in Jeungpyeong and the 10km section from Doan Intersection to Wonnam in Eumseong opened respectively in December. Some sections also opened sequentially in May and September.
◆ Realizing Chungbuk half-day living area, promoting connection to Second Chungcheong Inland Expressway
Chungbuk Province will begin work connecting to the Second Chungcheong Inland Expressway after completing the Chungcheong Inland Expressway. The Second Chungcheong Inland Expressway is a route passing through southern Chungbuk including Cheongju, Boeun, Okcheon, and Yeongdong. Chungbuk Province is promoting a plan to include the Chojeong-Miwon section in Cheongju in the 6th National Land Plan. Governor Kim Young-hwan stated, "The Chungcheong Inland Expressway will have symbolic meaning like Chungbuk's Gyeongbu Expressway as well as become the core axis of industrial foundation," adding, "When connected with the Second Chungcheong Inland Expressway, Chungbuk will truly welcome a half-day living area." Chungbuk Province expects regional economic and tourism revitalization effects through active human and logistics exchanges among northern, central, and Cheongju regions within the province.
