◆ 재정 운용 및 조직 구조 개선
충남도의회 기획경제위원회는 11월 17일 충남연구원 및 충남평생교육진흥원 행정사무감사를 실시했다. 안종혁 위원장(천안3·국민의힘)은 정원 대비 현원 부족 문제를 지적하며 "라이즈센터 채용 지연을 즉시 해소하고 인력을 보강해야 한다"고 강조했다. 또한 순세계잉여금·사업비 잔액·이자 발생이 반복되는 예산 구조와 유동·비유동 자산의 급격한 변동을 언급하며 예산과 재정 운영의 전반적 개선을 당부했다.
구형서 부위원장(천안4·더불어민주당)은 장기교육훈련 관리 실태를 점검했다. 그는 "교육 후 2개월 이내 제출해야 하는 보고서 및 학술지 게재 의무 불이행 사례가 있다"고 지적하고 규정 준수 강화를 요청했다. 또한 현 '학술 등재 후보지 이상' 기준에서 KCI 등재지로 상향할 것을 제안했다. 교육 대상자 선정이 원장 중심 심의위원회에 의해 결정되는 구조 개선도 촉구했다.
이종화 위원(홍성2·국민의힘)은 복무 관리, 출장 운영, 산학연 연구 실적을 점검했다. 그는 "유연근무·재택근무가 급증했으나 관리가 미흡하다"며 상시 모니터링 강화를 강조했다. 최근 3년 출장 건수가 2만 7천 건을 초과한 점을 지적하며 "과도한 출장 관행 점검이 필요하다"고 했다. 또한 "반도체, AI, K-바이오, 탄소중립 등 미래 전략산업 연구 비중을 확대하고 R&D 성과를 도정과 지역 산업으로 연결해야 한다"고 강조했다.
◆ 인사 운영 및 거주 문제
안장헌 위원(아산5·더불어민주당)은 인사 운영 및 출퇴근 관행을 점검했다. PBS(연구과제중심 운영제도) 폐지와 관련해 "출연금 조절을 이유로 수탁 과제를 통제하려는 시도는 연구자에게 부담"이라며 원장의 책임 있는 역할을 강조했다. 원장의 세종 거주와 관용차 출퇴근에 대해 "법적 기준을 넘어 도민 눈높이에 맞는 운영이 필요하다"고 지적했다. 2년 이상 승진이 중단된 점을 언급하며 "직원 인사 적체가 심각하다"고 우려했다.
이정우 위원(청양·더불어민주당)은 감사 지적 17건과 중징계 사례를 언급하며 "인사·감사 통제 시스템이 제대로 작동하지 않고 있다"고 지적했다. 특히 연구기관 내 성폭력 2차 피해 사건을 거론하며 "기본적인 인권 보호도 지켜지지 않은 심각한 문제"라고 비판했다. "연구기관이라 해도 예외가 될 수 없다"며 징계와 내부 규율의 엄정한 적용을 주문했다.
지민규 위원(아산6·무소속)은 임직원 거주 현황을 지적했다. "임직원 176명 중 충남 거주자는 73명(41%)에 불과하다"며 도내 정착·유입 정책을 연구하는 기관으로서 책임성이 부족하다고 지적했다. 연구원장 역시 세종 거주 중인 점을 언급하며 개선 의지를 촉구했다. 수의계약 자료 누락, 비교견적 진위 의혹, 산출내역·금액 오류 등 절차 전반의 문제를 강하게 제기했다.
◆ 연구 품질 및 싱크탱크 기능
박정식 위원(아산3·국민의힘)은 연구 과제 운영과 인력 구조를 점검했다. "연구자가 1인당 평균 4.5건을 수행하는 현 체계는 연구 품질 저하가 우려된다"고 지적했다. 3년간 8억 6천만 원이 투입된 '금강 물환경 모니터링 3단계 연구용역'의 정책적 성과를 언급하며 "반복적 수탁 과제가 연구원의 싱크탱크 기능을 약화시키지 않도록 철저한 관리가 필요하다"고 강조했다.

Vice Chair Koo Hyung-seo (Cheonan 4, Democratic Party) reviewed the status of long-term education and training management. He stated: "There are cases where reports required to be submitted within two months of training and mandatory journal publications are not being followed," requesting strengthened compliance checks. He proposed raising standards from the current "academic candidate journals and above" to KCI registered journals to strengthen research capacity. He also called for improving the structure in which trainees are selected by the director-centered deliberation committee to "secure objectivity and fairness."
Member Lee Jong-hwa (Hongseong 2, People Power Party) examined personnel management, business trip operations, and industry-academia research results. He noted: "Despite rapid increases in flexible work and remote work arrangements, management has been inadequate," emphasizing the need for clear planning records and constant monitoring. He also pointed out that business trips exceeded 27,000 cases over the past three years, stating "inspections and management of excessive business travel practices are necessary." Regarding the decline in industry-academia-research projects, he stressed: "The proportion of research in future strategic industries such as semiconductors, AI, K-bio, and carbon neutrality must be expanded, with R&D outcomes linked to provincial policy and regional industry."
◆ Personnel Operations and Residency Issues
Member Ahn Jang-heon (Asan 5, Democratic Party) examined personnel operations and commuting practices. Regarding the abolition of PBS (Research Project-Based Operation System), he emphasized: "Attempts to control commissioned projects by citing subsidy adjustments impose a heavy burden on researchers," calling for the director to take responsible leadership. Regarding the director's residence in Sejong and official vehicle commuting controversy, he noted: "Operations meeting citizens' expectations beyond legal standards are necessary." He expressed concern about staff personnel backlogs, noting: "Promotions have been suspended for over two years."
Member Lee Jung-woo (Cheongyang, Democratic Party) cited 17 audit findings and major disciplinary cases, stating: "The personnel and audit control systems are not functioning properly." He particularly criticized a sexual violence secondary victimization case within the research institution, calling it "a serious issue where basic human rights protection has not been upheld." He emphasized: "Research institutions cannot be exceptions," and ordered strict application of discipline and internal regulations to prevent recurrence.
Member Ji Min-gyu (Asan 6, Independent) pointed out low residency rates among staff and excessive external activities. He stated: "Of 176 employees, only 73 reside in Chungnam (41%), lacking accountability and realism as an institution researching settlement and population inflow policies in the province." He highlighted that the research director also resides in Sejong, adding: "No willingness for improvement is evident organization-wide." He strongly raised procedural issues including missing discretionary contract documents, disputed comparative quotes, and errors in calculation details and amounts.
◆ Research Quality and Think Tank Function
Member Park Jung-sik (Asan 3, People Power Party) examined research project operations and personnel structure. He noted: "The current system where researchers handle an average of 4.5 projects per person raises concerns about quality deterioration." He mentioned the policy outcomes of the 'Geum River Water Environment Monitoring Phase 3 research project,' which involved 860 million won over three years, and emphasized: "Careful management is necessary to prevent repetitive commissioned projects from weakening the institute's think tank function."
