충북지역 보수 성향 시민사회단체가 최근 도교육청 소속 공무원이 도의회 행정사무감사 중 사망한 사건과 관련해 진상 규명과 책임자 강력 처벌을 촉구했다.

충북자유민주시민연합 등 도내 4개 시민단체는 11일 충북도청 브리핑룸에서 기자회견을 열고 "이번 사건은 단순한 개인의 비극이 아니다"라고 밝혔다.

◆ "누구도 책임지지 않는 현실 유감"

시민단체들은 "도의원의 억압적이고 표적 조사로 의심받을 정도의 무리한 감사 진행이 있었다는 정황이 드러났지만, 아무도 책임지는 사람이 없다"고 지적했다. 시민단체들은 "비극적인 죽음 앞에 도의적, 정치적 책임을 회피하려는 현실에 깊은 유감을 표한다"고 목소리를 높였다.

시민단체들은 이번 사고와 관련해 행정사무감사 정책 질의 태도 논란을 빚은 박진희(더불어민주당·비례) 의원을 향해 "사퇴하라"고 압박했다.

시민단체들은 "더불어민주당은 비례대표로 선출한 박진희 의원을 제명하고, 도민과 유족 앞에 사죄하라"고 요구했다.

◆ 박진희 의원 행감 태도 비판

시민단체들은 "박진희 의원은 행정사무감사 당시 질의에 답변하는 공무원을 향해 답변 기회를 주지 않고 '위증으로 고발하겠다' '감사해달라'고 겁박을 하고 심지어 손가락질까지 했다"고 비판했다.

시민단체들은 "박진희 의원이 도의원 신분으로 허락되지 않은 개인 보좌관을 두고, 도청, 교육청 등 행정기관에 무리한 자료를 요구하는 등 갑질을 했다는 것이 제보로 확인되고 있다"고 지적했다.

◆ 사건 경위

박진희 의원은 지난 5일 충북도의회 교육위원회의 도교육청 본청 대상 행정사무감사에서 교육청 특정 부서의 과거 특근매식비 부정 사용, 공용 물품 관리 소홀 등 의혹을 제기했다. 의혹 당사자로 지목된 A주무관은 이튿날 오후 숨진 채 발견됐다.

교육계 안팎에서는 애도와 함께 표적 감사, 고압적 행정사무감사 태도에 대한 자성의 목소리가 이어지고 있다.

The civic groups criticized, "Assemblymember Park Jin-hee threatened the official who was answering questions during the administrative audit, not giving them a chance to answer, saying 'I will report you for perjury' and 'I will request an audit,' and even pointed fingers."

The civic groups pointed out, "It has been confirmed through reports that Assemblymember Park Jin-hee, as a provincial council member, had an unauthorized personal aide and engaged in abusive behavior such as requesting unreasonable materials from administrative agencies including the provincial government and education office."

Assemblymember Park Jin-hee raised allegations of past improper use of overtime meal expenses and negligent management of public goods in a specific department of the education office during the administrative audit of the provincial education office headquarters by the Chungbuk Provincial Council Education Committee on the 5th. Chief official A, who was identified as the subject of the allegations, was found dead the following afternoon.
