◆ 8월까지 실업급여 부정수급 230억원 돌파

올해 8월까지 실업급여 부정수급 규모가 230억원을 넘어선 것으로 나타났다. 국회예산정책처는 8일 '2026년 예산안 위원회별 분석–기후에너지환경노동위원회'를 통해 올해 8월까지 실업급여 부정수급 건수가 1만7246건, 금액은 230억1400만원이라고 밝혔다. 추가징수액을 포함한 반환 명령액은 437억1800만원이었으나 실제 환수된 규모는 289억7500만원으로 환수율은 66.28%에 그쳤다.

◆ 부정수급 규모 지속 증가…4년간 14% 늘어

부정수급 규모는 증가세를 보이고 있다. 2021년 282억3400만원에서 2022년 268억100만원, 2023년 299억1500만원, 2024년 321억9200만원으로 늘었다. 최근 5년간 3회 이상 구직급여를 받은 반복수급자도 증가했다. 반복수급자는 2021년 10만491명에서 2023년 11만2823명으로 3년 만에 10% 이상 늘었다.

◆ 예정처 "제도 개선·적극 환수 필요"

국회예산정책처는 개선 방안 마련이 필요하다고 지적했다. 예정처는 "최근 구직급여 반복수급자 규모가 급증하고 있는데 이는 실업자들이 노동시장 참여보다 구직급여에 의존하게 만드는 측면이 있다"며 "고용노동부는 구직급여의 반복 수급 규모를 줄이기 위한 제도적 개선방안을 마련할 필요가 있다"고 밝혔다. 예정처는 "실업급여의 부정수급 건수와 금액이 모두 증가하는 추세에 있고 이는 장기적으로 고용보험기금 재정건전성 저하의 원인이 되는바 고용노동부는 실업급여 부정수급 실태를 주기적으로 점검하고 부정수급된 금액을 적극적으로 환수하기 위해 노력해야 한다"고 덧붙였다.

The scale of fraudulent unemployment benefit claims exceeded 23 billion won through August this year. The National Assembly Budget Office announced on the 8th through its '2026 Budget Bill Committee-by-Committee Analysis–Climate, Energy, Environment and Labor Committee' that fraudulent unemployment benefit claims through August this year totaled 17,246 cases amounting to 23.014 billion won. Repeat recipients who received job-seeking benefits three or more times over the past five years also increased. The National Assembly Budget Office pointed out that improvement measures are necessary. The Budget Office stated, "The scale of repeat job-seeking benefit recipients has been surging recently, which has aspects of making unemployed people depend on job-seeking benefits rather than labor market participation," adding "The Ministry of Employment and Labor needs to prepare institutional improvement measures to reduce the scale of repeated receipt of job-seeking benefits." The Budget Office added, "Both the number of cases and amount of fraudulent unemployment benefits are on an increasing trend, which is a cause of deteriorating financial soundness of the employment insurance fund in the long term, so the Ministry of Employment and Labor should periodically inspect the status of fraudulent unemployment benefits and make efforts to actively recover fraudulently received amounts."
