천안시의회가 도심하천을 시민 친화적 공간으로 조성하기 위한 조례안을 확정했다.
◆ 도심하천 활성화 조례안 제정 결정
천안시의회는 6일 열린 '도심하천 지역명소화 및 친수공간 조성 특별위원회'(대표의원 이병하)가 「천안시 도심하천 활성화 및 친수공간 조성 조례안」을 최종 확정했다고 밝혔다. 조례안은 도심하천을 시민이 안전하고 쾌적하게 이용할 수 있는 휴식·여가 공간으로 조성하고, 도시 경관 및 지역 상권과의 연계를 통해 도심하천의 활용 가치를 높이기 위한 제도적 근거를 담았다.
◆ 현장점검·토론회 거쳐 실효성 검토
회의는 부위원장 김강진 의원이 주재했다. 위원들은 그동안 진행된 현장점검, 부서 간담회, 정책 토론회 등 논의 내용을 바탕으로 조례안의 실효성과 시행 가능성을 검토한 결과, 별도의 이견 없이 조례안 제정을 결정했다.
◆ 상임위·본회의 거쳐 본격 시행
특별위원회는 향후 상임위원회 심사와 본회의 의결 절차를 거쳐 조례가 실질적인 도심하천 활성화 정책으로 이어질 수 있도록 관련 부서와의 협의와 후속 논의를 지속할 계획이다.

Cheonan City Council announced that the 'Special Committee for Urban Stream Regional Landmark Development and Waterfront Space Creation' (Representative Member Lee Byeong-ha), held on the 6th, finalized the 「Cheonan City Urban Stream Revitalization and Waterfront Space Creation Ordinance」. The ordinance provides institutional grounds for creating urban streams as safe and pleasant rest and leisure spaces for citizens, and for enhancing the utilization value of urban streams through connection with urban landscapes and local commercial districts.
◆ Feasibility Review Through Site Inspections and Forums
The meeting was presided over by Vice-Chairman Kim Gang-jin. Committee members reviewed the feasibility and implementability of the ordinance based on discussions from site inspections, department meetings, and policy forums conducted previously, and decided to enact the ordinance without any objections.
◆ Full Implementation After Standing Committee and Plenary Session
The special committee plans to continue consultations and follow-up discussions with relevant departments to ensure the ordinance leads to practical urban stream revitalization policies after going through standing committee review and plenary session approval procedures.
