◆ 국회도서관서 포럼 개최
대전충남특별시 설치 및 경제과학수도 조성을 위한 특별법이 국회에 발의된 가운데, 행정통합에 대한 국민 공감대 확산을 위한 공론의 장이 펼쳐졌다.
성일종 국방위원장과 장동혁 당 대표, TJB가 공동 주최하고, 대전시와 충남도가 공동 주관한 대전충남 행정통합 국회 포럼이 3일 국회도서관 대강당에서 열렸다. 포럼에는 성일종 위원장과 김태흠 충남도지사, 이장우 대전시장 등 350여 명이 참석했다. 인요한, 진종오, 이달희, 김성원 의원 등이 자리를 함께하며 대전충남 통합 논의에 힘을 보탰다. 포럼은 성 위원장 환영사, 김 지사와 이 시장 축사, 기조강연, 토론 등의 순으로 진행됐다.
◆ "행정통합은 국가 균형발전 도전
" 성일종 위원장은 "대전충남 행정통합은 단순한 조직 개편이 아니라, 국가 균형발전의 이정표를 세우기 위한 도전"이라고 강조했다. 김태흠 지사는 "대전과 충남이 앞장서 행정통합 물꼬를 트겠다"며 "행정안전위원회에 회부된 행정통합 특별법이 조속히 통과될 수 있도록 힘을 보태 달라"고 했다. 김 지사는 "대전충남 행정통합은 대한민국 미래 100년을 이끌어갈 롤모델"이라며 행정통합에 대한 의지를 재확인했다. 이장우 시장은 "행정통합은 수도권 일극 체제를 극복하고 충청권 경쟁력을 확보하기 위한 시대적 소명"이라며 "특별법이 통과되면, 중앙정부로부터 권한과 재정을 대폭 이양받아 준연방정부 수준의 실질적인 지방정부를 구현할 수 있다"고 강조했다. 정재근 대전충남 행정통합 민관협의체 공동위원장이 국가 균형발전과 충청권의 실천을 주제로 기조강연을 진행했다.
◆ 12월 국회 통과 시 내년 7월 출범
이창기 공동위원장이 좌장을 맡고, 홍준현 중앙대 공공인재학부 교수, 전성만 한국지방행정연구원 지방재정연구센터장, 고승희 충남연구원 사회통합연구실장, 이수복 TJB 기자 등이 패널로 참여해 토론을 진행했다. 패널들은 대전충남 행정통합과 5극 3특이 어떻게 맞물려야 하는지, 지역 주도 초광역 모델이 국가 균형 성장에 어떤 역할을 할 수 있는지에 대해 심도 깊게 논의했다. 대전충남특별시는 행정통합 특별법이 오는 12월 국회를 통과하면 내년 7월 공식 출범하게 된다. 대전시와 충남도는 여야 의원과 국민 공감대 확산을 위해 다각적인 활동을 펼치는 동시에, 특별법 국회 본회의 통과를 위해 행정력을 집중 투입할 방침이다.

Governor Kim reaffirmed his commitment to administrative integration, stating that Daejeon-Chungnam administrative integration is a role model that will lead the next 100 years of the Republic of Korea. Mayor Lee Jang-woo emphasized that administrative integration is a historical calling to overcome the Seoul metropolitan area monopoly system and secure competitiveness in the Chungcheong region, and if the special act passes, substantial local government at the quasi-federal government level can be realized by receiving significant delegation of authority and finances from the central government. Co-chairman Jeong Jae-geun of the Daejeon-Chungnam Administrative Integration Public-Private Consultative Body delivered a keynote speech on the theme of national balanced development and the practice of the Chungcheong region.
◆ Launch in July next year if passed by National Assembly in December Co-chairman Lee Chang-gi served as moderator, and Professor Hong Jun-hyun of Chung-Ang University School of Public Service, Jeon Seong-man, director of the Local Finance Research Center at the Korea Research Institute for Local Administration, Go Seung-hee, director of the Social Integration Research Division at Chungnam Research Institute, and TJB reporter Lee Su-bok participated as panelists. Panelists deeply discussed how Daejeon-Chungnam administrative integration and the 5-pole 3-special system should mesh, and what role the regionally-led super-regional model can play in national balanced growth. Daejeon-Chungnam Special City will be officially launched in July next year if the administrative integration special act passes the National Assembly in December. Daejeon City and Chungnam Province plan to carry out various activities to spread consensus among ruling and opposition party lawmakers and the public, while concentrating administrative power for the passage of the special act at the National Assembly plenary session.
