◆ 공공기관 이전·GTX-C 조기 착수
더불어민주당 복기왕 의원(충남 아산시갑, 국회 국토교통위원회 간사)은 지난 10월 29일 열린 국토교통부 종합 국정감사에서 충남의 핵심 지역 현안을 점검했다. 복 의원은 김윤덕 국토교통부 장관을 상대로 2차 공공기관 이전 신속 추진, GTX-C 노선 조기 착수, 충남 서북권 3대 광역도로(아산에서 천안, 세종에서 아산, 당진에서 아산) 건설 등을 집중 점검했다. 복 의원은 "충남은 2020년 혁신도시로 지정됐다"며 "공공기관 이전이 지연되고 있다"고 지적했다. 복 의원은 "구체적인 실행 계획을 신속히 추진해야 한다"고 강조했다. 김 장관은 "적극 검토하겠다"며 "속도감 있게 추진하겠다"고 답변했다. 복 의원은 GTX-C 노선과 관련해 "수도권과 충남을 연결하는 대중교통 혁신의 관문이 될 사업"이라며 "2026년 안에 착수할 수 있도록 정부의 결단이 필요하다"고 말했다.
◆ 서북권 3대 광역도로 건설
복 의원은 아산에서 천안 광역도로 건설계획에 대해 "아산과 천안은 세종의 배후도시"라며 "인구 110만 명의 생활권을 형성하고 있다"고 설명했다. 복 의원은 "두 도시를 잇는 광역도로망은 행정수도 완성과 충남 서북권 균형발전의 핵심 축"이라고 강조했다. 복 의원은 세종에서 아산 광역연결도로 건설과 관련해 "국도 21호선 도고에서 신창 구간은 출퇴근과 주말마다 1시간 이상 정체되는 상습구간"이라며 "두 도시를 잇는 국도 대체 우회도로 건설을 국가 차원에서 추진해야 한다"고 촉구했다. 복 의원은 당진에서 아산 고속도로 추진과 관련해 "현재 2구간(인주에서 염치)은 JCT(분기점)만 있고 IC(인터체인지)가 없다"며 "산업단지가 밀집한 아산 서부 주민들이 고속도로 이용에 불편을 겪고 있다"고 밝혔다. 복 의원은 "IC 신설을 통해 교통 효율을 높여야 한다"고 제안했다.
◆ 실질적 대안 마련 강조
복 의원은 "국감은 비판과 지적에 그치는 자리가 아니라 실질적인 대안을 만드는 자리"라고 밝혔다. 복 의원은 "충남이 국토균형발전의 거점으로 자리 잡을 수 있도록 정부와 끝까지 협의하겠다"고 말했다.

Rep. Bok Ki-wang of the Democratic Party of Korea (Asan City Gap, Chungnam, National Assembly Land, Infrastructure and Transport Committee Secretary) reviewed key regional issues in Chungnam at the comprehensive national audit of the Ministry of Land, Infrastructure and Transport held on October 29. Rep. Bok intensively reviewed the prompt promotion of the second public institution relocation, early start of the GTX-C line, and construction of three major regional roads in northwestern Chungnam (from Asan to Cheonan, from Sejong to Asan, from Dangjin to Asan) with Minister of Land, Infrastructure and Transport Kim Yoon-deok. Rep. Bok stated "Chungnam was designated as an innovation city in 2020" and pointed out "Public institution relocation is being delayed." Rep. Bok emphasized "Specific action plans must be promptly pushed forward." Minister Kim responded "I will actively review it" and "I will push forward with speed." Rep. Bok stated regarding the GTX-C line "It will be a gateway for public transportation innovation connecting the metropolitan area and Chungnam" and said "The government's determination is needed to start within 2026."
◆ Construction of 3 Major Regional Roads in Northwestern Region
Rep. Bok explained regarding the Asan to Cheonan regional road construction plan "Asan and Cheonan are hinterland cities of Sejong" and "They form a living area of 1.1 million people." Rep. Bok emphasized "The regional road network connecting the two cities is the core axis of completing the administrative capital and balanced development of northwestern Chungnam." Rep. Bok stated regarding the Sejong to Asan regional connection road construction "The Dogo to Sinchang section of National Route 21 is a chronic congestion section that experiences more than one hour of traffic jams during commuting hours and weekends" and urged "Construction of an alternative bypass road to connect the two cities should be promoted at the national level." Rep. Bok stated regarding the promotion of the Dangjin to Asan Expressway "Currently, Section 2 (from Inju to Yeomchi) only has a JCT (junction) and no IC (interchange)" and "Residents of western Asan where industrial complexes are concentrated are experiencing inconvenience in using the expressway." Rep. Bok proposed "Traffic efficiency should be improved through the establishment of a new IC."
◆ Emphasized Preparation of Practical Alternatives
Rep. Bok stated "National audits are not just places for criticism and pointing out but places to create practical alternatives." Rep. Bok said "I will consult with the government to the end so that Chungnam can establish itself as a base for balanced national development."
