충남도의회, 천안서여중 학생 22명 대상 '청소년 의회교실' 운영
의장선거·조례안 발의 등 본회의 절차 체험…"민주시민 자질 키우는 계기"
충남도의회가 23일 천안서여자중학교 학생 22명을 대상으로 '청소년 의회교실'을 운영했다.
홍성현 의장이 이끄는 충남도의회는 이날 학생들에게 지방자치에 대한 이해를 높이는 체험형 교육을 진행했다.
학생들은 의장선거, 정견발표, 2분발언, 조례안 발의 등 실제 본회의 절차를 체험했다. 도의원의 역할과 민주적 의사결정 과정을 직접 익히는 시간을 가졌다.
의회교실에서는 '천안 시내버스 개편에 관한 조례안'과 '카페에서 생기는 플라스틱 쓰레기 감소를 위한 텀블러 권장 조례안' 등 생활 밀착형 안건이 상정됐다.
안종혁 의원(천안3·국민의힘)은 "청소년들이 사회 문제 해결의 주체가 될 수 있다는 자신감과 책임감을 가지는 것은 중요하다"며 "이번 의회교실이 민주시민으로서의 자질을 키우는 뜻깊은 시간이 되었길 바란다"고 밝혔다.
충남도의회는 청소년이 지방자치의 중요성을 이해하고 정책에 참여할 수 있도록 체험형 프로그램을 지속 운영할 계획이다.

The Chungnam Provincial Council operated a 'Youth Assembly Class' for 22 students from Cheonan Seoyeo Girls' Middle School on the 23rd.
The Chungnam Provincial Council, led by Chairman Hong Seong-hyun, provided experiential education to enhance students' understanding of local autonomy.
Students experienced actual plenary session procedures including chairman elections, policy presentations, two-minute speeches, and ordinance proposals. They had time to directly learn about the role of provincial council members and democratic decision-making processes.
In the assembly class, life-related agendas were proposed, including an 'Ordinance on Cheonan City Bus System Reform' and an 'Ordinance Recommending Tumblers to Reduce Plastic Waste from Cafes.'
Assemblyman Ahn Jong-hyuk (Cheonan 3·People Power Party) stated, "It is important for young people to have confidence and responsibility that they can become agents of solving social problems," adding, "I hope this assembly class was a meaningful time to develop qualities as democratic citizens."
The Chungnam Provincial Council plans to continue operating experiential programs so that young people can understand the importance of local autonomy and actively participate in policies.
