김광운 의원은 「세종특별자치시 노인·장애인 보호구역 지정 및 관리에 관한 조례 일부개정조례안」을 발의했다. 개정안은 보호구역의 시설과 장소를 확대하고 관계 기관 간 협력 체계를 강화하는 내용을 담았다. 김 의원은 "실질적인 보호구역 관리와 안전 확보를 위해 최선을 다해달라"고 주문했다.

김학서 의원은 「세종특별자치시 고령 농업인 및 여성 농업인 농작업 대행 지원 조례안」 심사 과정에서 "대행 체계를 실행하기 전에 농협 등 타 기관의 유사 지원 사업과 중복되는지 면밀히 검토해야 한다"고 강조했다. 안신일 의원이 발의한 이 조례안은 고령 및 여성 농업인의 농기계 조작 어려움을 해소하기 위해 마련됐다. 안 의원은 "이번 조례안이 농업 인구 감소와 고령화로 인한 영농 부담을 완화하고, 안전사고 예방과 농업의 지속성 확보에 도움이 될 것"이라고 설명했다.

김현옥 의원은 「세종특별자치시 공동주택관리규약 준칙 심의위원회 설치 및 운영 조례안」을 통해 심의위원회 설치 근거를 마련했다. 김 의원은 "심의위원회 도입은 공동주택 내 분쟁을 최소화하고 입주자 권익 보호에 이바지할 수 있을 것"이라고 밝혔다.

김효숙 의원은 「세종특별자치시 빈집 및 소규모주택 정비 조례 일부개정조례안」을 발의했다. 개정안은 주민과 이해관계자도 소규모주택 정비 관리계획 수립을 제안할 수 있도록 하고, 그 절차와 방법을 규정했다. 김 의원은 "주민 참여 확대를 통해 정비사업의 투명성과 효율성을 높이는 데 기여할 것"이라고 전했다.

김재형 위원장은 「세종특별자치시 축산환경 개선 및 지원에 관한 조례안」을 통해 가축분뇨의 적정 처리와 악취 저감, 자원순환형 축산업 지원 등 축산환경 개선의 제도적 기반을 마련했다. 김 위원장은 "이번 조례 제정을 통해 시 축산업이 지속 가능한 발전을 도모할 수 있기를 기대한다"고 밝혔다. 그는 "조례 집행 및 관리의 효율성을 위해 소단위 주제별로 조례가 각각 제정되는 것은 지양할 필요가 있다"고 덧붙였다.

산업건설위원회를 통과한 안건들은 10월 24일 제101회 임시회 제2차 본회의에서 최종 의결될 예정이다.
