교통·인프라·청년인구 '3박자'…오송·원주와 경쟁 본격화

국립치의학연구원 설립이 3년째 표류하고 있다. 제20대 대통령 선거(2022년)에 이어 제21대 대통령 선거 공약으로 연속 채택됐지만, 구체적인 설립 장소와 시기는 여전히 미정이다. 보건복지부가 현재 타당성 연구용역을 진행 중인 가운데, 충청남도와 천안시가 공격적인 유치 활동에 나섰다.

충남도와 천안시는 10월 20일 단국대 천안캠퍼스에서 치의학계·산업계·연구기관 관계자 200여명이 참석한 대규모 포럼을 열었다. 앞서 9월 22일에는 단국대학교, 한국산업기술시험원(KTL)과 4자 업무협약을 체결했다. 천안시의회는 '천안시 치의학 연구 및 산업 육성과 지원에 관한 조례안'을 발의했다. 단순한 유치 의지 표명을 넘어 제도적·행정적 기반을 선제적으로 구축하고 있는 것이다.

천안이 내세우는 핵심 경쟁력은 크게 5가지다. 첫째, 교통 인프라다. KTX·SRT·수도권 전철과 5개 고속도로가 교차하는 천안은 서울까지 40분, 세종·대전까지 30분대 접근이 가능하다. 판교테크노밸리(바이오), 오송첨단의료복합단지(의료), 세종(행정), 대덕(연구)을 잇는 K-바이오 메가클러스터의 정중앙에 위치한다.

둘째, 산학연병 협력 인프라다. 단국대 치과대학과 치과병원, 12개 대학, 오스템임플란트 등 치의학 관련 기업, KTL 등 연구기관이 밀집해 있다. 연구개발부터 임상시험, 제품화, 글로벌 진출까지 원스톱 체계 구축이 가능하다는 주장이다.

셋째, 청년 인구와 인재 풀이다. 천안시는 올해 5월 인구 70만명을 돌파했다. 청년인구 비율 30%, 평균연령 42.4세(전국 평균 45.7세)로 젊은 도시다. 12개 대학이 매년 수만명의 인재를 배출한다.

넷째, 이미 확보한 부지다. 천안아산역 융복합 R&D지구(1만94㎡), 오스템임플란트 연구·생산단지(8만9114㎡) 등 대규모 부지를 확보했다.

다섯째, 정치적 공약이다. 제20대·21대 대통령 선거에서 연속으로 천안 설립이 공약에 포함됐다. 국가가 국민에게 약속한 사안이라는 점을 강조한다.

그러나 경쟁은 만만치 않다. 충북 오송은 이미 식품의약품안전처, 질병관리청, 한국보건산업진흥원 등 보건의료 관련 국책기관이 집적된 '오송첨단의료복합단지'를 운영 중이다. 강원 원주는 연세대 원주캠퍼스와 원주의료기기테크노밸리를 기반으로 유치전에 뛰어들 가능성이 있다.

보건복지부의 타당성 연구용역이 핵심 변수다. 용역 결과에 따라 설립 여부와 입지가 결정되기 때문이다. 천안시와 충남도는 9월 12일 '차별화 전략 수립 용역' 착수보고회를 열고 객관적·정량적 데이터 구축에 나섰다. 복지부 용역 결과에 대응하기 위한 선제적 준비다.

예산 확보도 과제다. 국립연구기관 설립에는 수백억원에서 수천억원의 예산이 필요하다. 천안시와 충남도는 중앙정부 예산 확보를 위해 국회와 중앙부처를 상대로 한 정책 간담회를 추진하고 있다.

범도민 추진협의회 구성도 진행 중이다. 학계·산업계·지자체가 참여하는 협의체를 만들어 국민 공감대를 형성하고 중앙정부를 설득하겠다는 전략이다.

치의학 산업의 경제적 파급효과는 크다. 보건산업진흥원에 따르면 국내 치과용 의료기기 시장 규모는 2020년 기준 1조원을 넘어섰다. 글로벌 시장은 연평균 5% 이상 성장하고 있다. 국립치의학연구원이 설립되면 연구개발 역량 강화, 기업 지원, 인력 양성 등을 통해 산업 경쟁력을 높일 수 있다.

박정주 충남도 부지사는 "국립치의학연구원은 K-Dental 산업의 미래 성장동력"이라고 밝혔다. 성만제 충남도 보건복지국장은 "충남이 보건의료 혁신의 선도지로 도약하는 기회"라고 강조했다. 김석필 천안시장 권한대행은 "국가 R&D 체계를 강화하고 치의학 산업을 발전시키는 핵심 기관"이라고 말했다.

The economic impact of the dental industry is significant. According to the Korea Health Industry Development Institute, the domestic dental medical device market exceeded 1 trillion won as of 2020. The global market is growing at an average annual rate of over 5%. If the National Dental Research Institute is established, industrial competitiveness can be enhanced through strengthening R&D capabilities, corporate support, and workforce training.
