◆ 7개 군 대상지 확정
이재명 정부 국정과제인 ‘농어촌 기본소득’ 시범사업 대상지로 경기 연천, 강원 정선, 충남 청양, 전북 순창, 전남 신안, 경북 영양, 경남 남해 등 7개 군이 선정됐다.

농림축산식품부는 2026~2027년 시범사업 공모 결과를 2025년 10월 20일 발표했다. 선정 지역에 30일 이상 거주한 주민은 연령 제한 없이 월 15만 원 상당의 지역사랑상품권을 지급받으며, 신안군은 군비를 더해 월 20만 원을 지급한다. 영주권자도 수혜 대상에 포함된다.

◆ 총사업비 8,867억 원…7개 군으로 확대 선정
시범사업 총사업비는 2년간 8,867억 원이며, 국비 3,278억 원, 지방비 5,589억 원, 군비 약 3,600억 원으로 구성된다. 인구감소지역 69개 군 중 49개 군(71%)이 신청했으며, 정부는 지역 소멸위험도·발전 수준·지자체 추진계획 등을 종합 평가해 7개 군을 선정했다. 당초 6개 군 선정 계획이었으나 수혜 인구 규모를 고려해 확대했다.

◆ 행정 준비·성과 평가 체계 마련
농식품부는 내년부터 사업이 차질 없이 시행되도록 군별 예비 계획서에 따른 행정 준비를 추진하고, 지역 전문가로 구성된 추진지원단을 통해 사업 진행을 점검한다. 정부는 성과지표와 평가체계를 마련해 주민 만족도·경제 활성화·인구 변화 등을 분석하고, 사회적 공론화를 거쳐 본 사업을 소멸 위기 지역으로 확산할 계획이다.

The Lee Jae-myung administration has selected seven counties—Yeoncheon, Jeongseon, Cheongyang, Sunchang, Sinan, Yeongyang, and Namhae—as pilot sites for the Rural Basic Income program. The Ministry of Agriculture, Food and Rural Affairs announced the selection results on October 20, 2025. Residents who have lived in the selected counties for more than 30 days, regardless of age, will receive monthly local gift certificates worth KRW 150,000, while Sinan County will provide KRW 200,000 per person with additional county funding. Permanent foreign residents are also eligible.

◆ Total Budget KRW 886.7 Billion, Expanded to Seven Counties
The two-year pilot project (2026–2027) has a total budget of KRW 886.7 billion, funded by KRW 327.8 billion from the national government, KRW 558.9 billion from local governments, and around KRW 360 billion from county budgets. Of the 69 depopulation areas invited, 49 counties (71%) applied. Selection was based on regional extinction risk, development level, local government plans, and performance potential. Initially planned for six sites, the program expanded to seven based on beneficiary population size.

◆ Administrative Preparation and Evaluation Framework
MAFRA will prepare administrative plans with the selected counties for smooth implementation starting next year. Expert support teams will monitor progress. The government will develop evaluation frameworks to assess satisfaction, economic activity, and demographic changes, and will use the results to expand the program to other at-risk regions through public deliberation.
