태안군이 자연재해 등 식량위기에 대비해 2025년산 공공비축 미곡 매입을 실시한다고 13일 밝혔다.
군은 일정물량의 쌀을 수매해 비축하는 공공비축 미곡 매입에 나서기로 했다. 올해 산물벼(물벼) 1천327톤(40kg들이 3만3천175포대)과 포대벼(건조벼) 2천483.56톤(40kg들이 6만2천89포대) 등 총 3천810.56톤(9만5천264포대)의 미곡을 매입한다.
매입품종은 '삼광'과 '친들' 2개 품종이다. 매입기간은 산물벼의 경우 11월 30일까지며 포대벼는 12월 31일까지다. 산물벼는 농가 편의를 위해 미곡종합처리장(RPC) 또는 벼 건조보관시설(DSC)을 통해 매입한다. 포대벼는 농가로부터 직접 매입할 계획이다.
매입가격은 포대벼의 경우 2025년 수확기(10~12월) 전국 평균 산지 쌀값(정곡 80kg)을 조곡(벼 40kg)으로 환산한 가격으로 전국 단일가격이다. 산물벼의 경우 포장비용(40kg당 811원)을 차감한 가격이다.
군은 40kg 1포당 중간정산금 4만원을 농가가 수매한 직후 선지급한다. 최종 정산은 쌀값이 확정된 후 12월 31일까지 지급할 예정이다.
군은 20~24년산 공공비축 미곡 품종검정제 위반자에 대해서는 매입 대상에서 제외한다. 매입품종을 실제로 심은 농가에만 공공비축 미곡을 배정하는 등 사전지도에도 철저를 기할 계획이다.
군 관계자는 "매입품종은 삼광과 친들 2개 품종으로, 포대벼(건조벼)는 수분 13.0~15.0%로 건조된 벼만 매입할 예정"이라며 "농가에서는 매입품종 확인 및 철저한 수분 관리 등 수매에 적극적인 협조를 부탁드린다"고 밝혔다.

The county decided to purchase and reserve a certain amount of rice as public reserve rice. This year, it will purchase a total of 3,810.56 tons (95,264 bags) of rice, including 1,327 tons (33,175 bags of 40 kg) of paddy rice (wet rice) and 2,483.56 tons (62,089 bags of 40 kg) of bag rice (dry rice).
The purchase varieties are 'Samgwang' and 'Chindeul'. The purchase period is until November 30 for paddy rice and until December 31 for bag rice. For the convenience of farmers, paddy rice will be purchased through the Rice Processing Complex (RPC) or Rice Drying and Storage Facility (DSC). Bag rice will be purchased directly from farms.
The purchase price for bag rice is the national single price converted from the national average producing area rice price (polished rice 80 kg) during the 2025 harvest season (October to December) to rough rice (rice 40 kg). For paddy rice, the packaging cost (811 won per 40 kg) is deducted.
The county will prepay 40,000 won in interim settlement per 40 kg bag immediately after the farm purchases it. The final settlement will be paid by December 31 after the rice price is confirmed.
The county will exclude violators of the public reserve rice variety testing system for 20-24 years from the purchase target. It plans to be thorough in advance guidance by allocating public reserve rice only to farms that actually planted the purchase varieties.
A county official said, "The purchase varieties are Samgwang and Chindeul, and only rice dried to 13.0-15.0% moisture will be purchased for bag rice (dry rice)," and "We ask for active cooperation from farms in purchasing, such as confirming purchase varieties and thorough moisture management."
