홍성군은 주민들의 생활 편의와 권리 보호를 위해 '상세주소 부여 신청'을 적극 홍보하고 있다고 13일 밝혔다.
상세주소가 등록되지 않은 다가구주택 등에 전입하는 임차인의 경우, 주소 누락으로 인해 복지 혜택을 받지 못하거나 각종 고지서·통지서·공문서가 정확히 전달되지 않는 등 생활 불편이 발생할 수 있다.
최근 전세사기 예방을 위한 전입신고와 확정일자 부여의 중요성이 커지면서, 군은 다가구주택과 원룸 등 구분소유가 불가능한 건축물에 거주하는 주민들이 불편을 겪지 않도록 상세주소 신청을 적극 안내하고 있다.
상세주소는 건물 소유자 또는 소유자의 동의를 받은 임차인이라면 누구나 신청할 수 있다. 신청 방법은 관할 군청을 방문해 건물 배치도와 임차인임을 확인할 수 있는 서류를 제출하거나 정부24 홈페이지를 통해 온라인으로 신청하면 된다.
군 관계자는 "도로명주소가 정착된 지 시간이 꽤 지났지만, 여전히 상세주소에 대한 인식 부족으로 우편물 배송 오류나 행정 서비스 지연이 발생하는 사례가 있다"며 "상세주소 신청은 군민들의 일상생활 편의와 안전을 지키는 필수적인 제도인 만큼 많은 관심과 참여를 부탁드린다"고 밝혔다.
상세주소는 도로명주소의 건물번호 뒤에 표기하는 동·층·호(예: A동 101호, 2층 201호)를 말한다. 지난해 7월 「주민등록법」 개정에 따라 상세주소가 부여되지 않은 건물은 동·층·호 단위 전입신고가 불가능하며, 도로명주소까지만 입력할 수 있다.

As the importance of move-in reports and fixed date assignments to prevent jeonse fraud has increased recently, the county is actively guiding residents living in buildings that cannot be separately owned, such as multi-family housing and studio apartments, to apply for detailed addresses so that they do not experience inconvenience.
Anyone can apply for a detailed address if they are a building owner or a tenant with the owner's consent. The application method is to visit the competent county office and submit a building layout and documents that can confirm that you are a tenant, or apply online through the Government 24 website.
A county official said, "It has been quite a while since the road name address was established, but there are still cases where mail delivery errors or administrative service delays occur due to a lack of awareness of detailed addresses," and "As detailed address application is an essential system to protect the convenience and safety of county residents' daily lives, we ask for a lot of interest and participation."
Meanwhile, a detailed address refers to the building, floor, and unit number (e.g., Building A 101, 2nd floor 201) marked after the building number of the road name address. According to the revision of the 「Resident Registration Act」 in July last year, buildings without detailed addresses cannot report move-ins by building, floor, and unit number, and only the road name address can be entered.
