◆ 통합 전제조건 분명히...특례 축소·명칭 변경 시 주민투표

이장우 대전시장은 12일 주간업무회의에서 대전·충남 통합의 전제조건을 분명히 했다. 이 시장은 고도의 지방자치권 확보와 대전 정체성 유지가 필수 조건이라고 강조했다.

이 시장은 "고도의 자치권 보장이 핵심"이라며 정부와 국회 논의 과정에서 특례 조항이 축소되거나 '충청특별시' 등으로 명칭이 변경돼 대전 정체성이 훼손되면 주민투표에 부치는 방안까지 준비하라고 지시했다. 시는 모든 가능성에 대비한다는 방침이다.

◆ 강소기업 육성이 대전 경제 미래...평촌산단 중심 기업 유치

이 시장은 대전의 지속 가능한 성장을 위해 방산·드론·로봇·센서 등 미래 전략산업과 강소기업 육성에 시정 역량을 집중한다고 밝혔다.

이 시장은 "대전 경쟁력은 대기업 생산시설이 아닌 본사를 대전에 둔 혁신 기업의 성장에 있다"며 "강소기업을 대거 육성하는 것이 대전 경제의 미래"라고 말했다. 시는 평촌산업단지를 중심으로 기업 유치와 입주기업 지원을 강화한다. 소상공인 정책과 명절 환급 행사도 현장과 긴밀히 조율해 추진한다.

◆ 트램 중심 통합교통체계 구축...이달 전담 TF 구성

시는 트램 중심의 교통체계 전면 개편을 위해 '대전통합모빌리티 종합계획'을 수립한다. 이달부터 전담 TF를 구성해 버스·트램·도시철도·자전거·택시를 유기적으로 연계하는 통합 환승체계를 만든다.

이 시장은 "각 역마다 택시가 항시 대기할 수 있는 공간을 만들어 지하철에서 바로 택시를 갈아탈 수 있도록 하라"며 "자전거와 개인형 이동장치 정거장을 잘 마련해 신속하게 이동할 수 있도록 환승 시스템을 체계적으로 결합해 설계하라"고 말했다.

트램 정거장 설계 단계부터 택시 대기 공간 확보와 공공자전거 집중 배치 등을 반영해 시민 이동 편의를 극대화한다는 계획이다.

시는 공공 어린이 재활병원 운영비 국비 확대, 성과 중심의 대학 지원 체계 개편, 시민대학·온라인 교육 프로그램 홍보 강화 등 복지·교육 분야 혁신도 추진한다.

이 시장은 "6월 지방선거가 있어 내년도 국비 확보 예산을 포함한 현안을 조기 마무리해야 한다"며 "1월 중 전 부서 업무보고를 완료하고 2월까지 내년도 국비 확보를 마무리하는 등 연초부터 국비 확보, 미래산업 육성, 교통 혁신 등 핵심 현안을 차질 없이 추진해 시민이 체감하는 변화를 만들겠다"고 밝혔다.

◆ Integration Preconditions Made Clear...Referendum if Benefits Cut or Name Changed

Daejeon Mayor Lee Jang-woo clarified preconditions for Daejeon-Chungnam integration at a weekly business meeting on the 12th. Mayor Lee emphasized that securing high-level local autonomy and maintaining Daejeon's identity are essential conditions.

Mayor Lee stated that "guarantee of high-level autonomy is key" and instructed officials to prepare for all possibilities, including putting the matter to a referendum if special provisions are reduced or if Daejeon's identity is damaged through name changes such as "Chungcheong Special City" during government and National Assembly discussions. The city plans to prepare for all contingencies.

◆ Fostering Small-Medium Enterprises Key to Daejeon Economy...Corporate Attraction Centered on Pyeongchon Industrial Complex

Mayor Lee announced that the city will concentrate its administrative capacity on fostering future strategic industries such as defense, drones, robots, and sensors, along with small-medium enterprises for Daejeon's sustainable growth.

Mayor Lee said, "Daejeon's competitiveness lies not in large corporate production facilities but in the growth of innovative companies headquartered in Daejeon," adding that "fostering many small-medium enterprises is the future of Daejeon's economy." The city will strengthen corporate attraction and support for resident companies centered on Pyeongchon Industrial Complex. Small business policies and holiday refund events will also be promoted in close coordination with the field.

◆ Building Tram-Centered Integrated Transportation System...Dedicated Task Force Formed This Month

The city will establish a "Daejeon Integrated Mobility Master Plan" for a complete overhaul of the transportation system centered on trams. Starting this month, a dedicated task force will be formed to create an integrated transfer system that organically connects buses, trams, urban railways, bicycles, and taxis.

Mayor Lee said, "Create spaces where taxis can wait at all times at each station so people can transfer directly from the subway to taxis," adding, "Systematically combine the transfer system in the design so bicycle and personal mobility device stations are well-prepared for quick movement."

The plan includes maximizing citizen mobility convenience by incorporating taxi waiting spaces and concentrated deployment of public bicycles from the tram station design stage.

The city will also pursue innovation in welfare and education sectors, including expanding national funding for public children's rehabilitation hospital operating costs, reorganizing university support systems centered on performance, and strengthening promotion of citizen university and online education programs.

Mayor Lee stated, "With local elections in June, we need to wrap up pending issues early, including next year's national budget," adding, "We will complete business reports from all departments in January and finalize next year's national budget by February, promoting key issues such as national budget acquisition, future industry development, and transportation innovation from early in the year without disruption to create changes that citizens can feel."
