◆ 대설 위기경보 '관심'에서 '주의'로 격상

행정안전부가 10일 대설 위기경보를 '관심'에서 '주의'로 상향하고 중앙재난안전대책본부(중대본) 1단계를 가동했다. 충북, 전북, 경북 등에 대설 특보가 발효됐고 경남과 전라 지역까지 확대될 가능성이 높아진 데 따른 조치다. 윤호중 행안부 장관(중대본부장)은 중대본 가동에 따라 비상 대응체계를 철저히 구축하라고 지시했다.

◆ 시설물 붕괴 우려…취약 구조물 사전 통제 지시

윤호중 본부장은 충청·전라권을 중심으로 무겁고 많은 눈이 내리고 강한 바람이 불어 시설물 붕괴가 우려된다고 밝혔다. 고립 예상 지역과 적설 취약 구조물, 다중이용시설을 사전 통제하고 주민 대피를 적극 실시하라고 당부했다. 도로 제설작업을 철저히 하고 눈이 빠르게 쌓이는 상황을 고려해 반복적으로 제설하라고 지시했다. 강설이 종료된 지역은 도로가 얼어붙을 가능성이 있어 결빙 취약구간에 대한 후속 제설을 철저히 하라고 했다.

◆ 한파 취약계층 보호·안전 강조

윤 본부장은 제설 작업 시 작업자 안전을 최우선으로 하라고 강조했다. 한파쉼터 개방을 연장하고 쪽방촌 주민 등 한파 취약계층이 피해를 입지 않도록 순찰을 강화하라고 지시했다. 가용한 모든 매체를 활용해 기상특보와 국민행동요령을 지속적으로 안내하라고 당부했다.

◆ Heavy Snow Crisis Alert Upgraded from 'Attention' to 'Caution'

The Ministry of the Interior and Safety raised the heavy snow crisis alert from 'Attention' to 'Caution' on the 10th and activated Level 1 of the Central Disaster and Safety Countermeasures Headquarters. The measure follows heavy snow warnings issued for North Chungcheong, North Jeolla, and North Gyeongsang provinces, with a high possibility of expansion to South Gyeongsang and Jeolla regions. Minister Yoon Ho-jung, head of the Central Disaster Headquarters, instructed thorough establishment of emergency response systems following the headquarters activation.

◆ Concerns Over Facility Collapse…Pre-emptive Control of Vulnerable Structures Ordered

Director Yoon Ho-jung stated that heavy, wet snow and strong winds are expected mainly in the Chungcheong and Jeolla regions, raising concerns about facility collapse. He urged pre-emptive control of areas expected to be isolated, structures vulnerable to snow accumulation, and multi-use facilities, and called for active evacuation of residents. He instructed thorough snow removal on roads and repeated snow clearing considering the rapid snow accumulation. He ordered thorough follow-up snow removal for sections vulnerable to icing in areas where snowfall has ended, as roads may freeze.

◆ Protection of Cold Wave Vulnerable Groups and Safety Emphasized

Director Yoon emphasized prioritizing worker safety during snow removal operations. He instructed extending the operation of cold wave shelters and strengthening patrols to prevent damage to cold wave vulnerable groups including residents of small room villages. He urged continuous guidance on weather warnings and public action guidelines using all available media.
