송기섭 진천군수(69)가 8일 충북도청 브리핑룸에서 기자회견을 열고 충북지사 출마를 공식 선언했다. 6·3 지방선거를 앞두고 여야 후보군 가운데 첫 출마 선언이다. 송 군수는 "대한민국의 실질적 중심인 '충북특별중심도'를 만들겠다"고 밝혔다. 그는 "이는 단순한 명칭이 아니라 예산과 인사, 규제에서 실질적 자율권을 확보하고 스스로 계획을 설계할 수 있는 정치·경제적 주체성의 선언"이라고 강조했다.

◆ 4대 성장엔진으로 충북특별중심도 건설

송 군수는 충북특별중심도 건설을 위해 4대 성장엔진을 가동하겠다고 밝혔다. 4대 성장엔진은 △지역융합 경제권 △철도공항 세계권 △인공지능 미래권 △기본사회 상생권이다. 청년기회 중심도 조성을 위해 일자리·주거·교육·정주 여건을 하나의 패키지로 설계한 '충북형 청년정책'도 수립하겠다고 약속했다. 송 군수는 "풍부한 행정 경험과 검증된 실력으로 충북의 위기를 대도약의 기회로 바꾸겠다"고 강조했다.

◆ 청주공항 활주로·JTX 등 1년 내 성과 목표…여야 경선 본격화 전망

송 군수는 청주공항 민간 전용 활주로와 중부권광역급행철도(JTX) 등 최우선 과제를 선정해 1년 안에 가시적 성과를 내겠다고 밝혔다. 그는 "행정은 말이 아니라 성과고 정치는 군림이 아니라 책임"이라고 강조했다. 송 군수는 1978년 기술고등고시로 공직에 입문해 행정중심복합도시건설청장을 역임하고 진천군수 3선에 성공했다. 2월 초 사직 후 본격적인 선거운동에 돌입할 예정이다. 송 군수의 출마 선언으로 충북지사 선거 경쟁이 본격화될 전망이다.

더불어민주당에서는 노영민 전 대통령 비서실장, 신용한 대통령 직속 지방시대위원회 부위원장, 한범덕 전 청주시장 등이 후보로 거론된다.

국민의힘에서는 김영환 충북지사가 재선 도전을 기정사실화하고 있으며 윤희근 경찰청장과 조길형 충주시장도 출마 의사를 밝혔다.

He plans to resign in early February and begin full-scale campaigning. Governor Song's candidacy declaration is expected to intensify competition for the Chungbuk governor election.
