태국에서 대마씨앗을 밀수해 자택에서 재배한 30대 남성이 검거됐다.

관세청 인천공항본부세관은 대마초, 대마젤리, 대마씨앗 등 총 138g을 태국 치앙마이발 항공편으로 밀수입한 30대 남성 A씨를 '마약류 관리에 관한 법률' 위반 혐의로 검거해 인천지방검찰청에 불구속 송치했다고 8일 밝혔다.

지난 8월 A씨는 태국 치앙마이에서 인천공항에 도착해 세관신고 없이 입국장을 빠져나가려다 세관직원에게 저지당했다. 정밀 검색 과정에서 A씨의 기내용 가방 속 음료수통 안에서 커피용액과 지퍼백에 밀봉된 대마초·대마젤리·대마씨앗 등 총 138g이 발견됐다. 세관은 A씨를 긴급체포했다.

세관은 A씨가 대마씨앗을 밀반입한 점에 주목해 자택을 압수수색했다. 방 안에 설치된 알루미늄 텐트 내부에서 재배 중인 대마초를 발견해 압수했다.

조사 결과 A씨는 프리랜서 작가로 과거에도 같은 범죄로 처벌받은 전력이 있었다. A씨는 작품활동을 이유로 대마를 지속적으로 흡연해 왔다. A씨는 대마초 구매 비용에 부담을 느껴 대마가 합법화된 태국을 직접 방문해 씨앗을 밀수입한 뒤 자택에서 재배해 왔다. 재배 규모를 확대할 목적으로 씨앗을 추가로 밀수한 것으로 밝혀졌다.

세관 관계자는 "태국 등 일부 대마 합법화 국가를 다녀온 해외여행객을 통한 대마류 밀반입이 지속적으로 적발되고 있다"며 "해외에서 합법적으로 판매되는 마약류라도 국내로 반입하면 처벌받는다"고 말했다. 그는 "대마를 직접 재배하는 행위도 처벌 대상"이라고 강조했다.

The Korea Customs Service's Incheon Airport Customs announced on January 8 that it arrested a man in his 30s, identified as A, on charges of violating the "Act on the Management of Narcotics" for smuggling a total of 138g of cannabis, cannabis jelly, and cannabis seeds via a flight from Chiang Mai, Thailand. A was sent to the Incheon District Prosecutors' Office without detention.

In August last year, A arrived at Incheon Airport from Chiang Mai, Thailand and attempted to exit the arrival hall without customs declaration but was stopped by customs officers. During a thorough inspection, a total of 138g of cannabis, cannabis jelly, and cannabis seeds sealed in zipper bags along with coffee solution were found inside a beverage container in A's carry-on bag. Customs officers made an emergency arrest.

Customs noted that A had smuggled cannabis seeds and conducted a search of his residence. They discovered and seized cannabis being cultivated inside an aluminum tent installed in a room.

Investigation revealed that A is a freelance writer with a prior conviction for the same crime. A had been continuously smoking cannabis citing creative work. A felt burdened by the cost of purchasing cannabis, so he visited Thailand where cannabis is legal, smuggled seeds, and had been cultivating cannabis at home. It was revealed that he smuggled additional seeds to expand his cultivation operation.

A customs official stated, "Cannabis smuggling through overseas travelers returning from countries where cannabis is legal, such as Thailand, continues to be detected." The official added, "Even if narcotics are legally sold overseas, bringing them into Korea is punishable." The official emphasized, "Cultivating cannabis directly is also subject to punishment."
