충북도교육청 산하 지역교육지원청 교육장(장학관)이 부하직원에게 갑질한 의혹으로 징계위원회에 회부됐다.
7일 교육계에 따르면 A교육장은 지난해 부하직원의 모 단체 회장 선거 출마를 제지하고 막말하는 등 갑질 의혹으로 충북교육청 감사를 받았다.
감사관은 해당 교육장의 발언이 부하직원에게 인격적 모멸감을 유발하고, 지위를 이용한 부당한 처우에 해당한다고 판단했다. 감사관은 감사 결과를 충북교육청 교원인사과에 통보하고 징계위원회에 징계 의결을 요구했다.
현직 교육장이 갑질과 관련해 징계 의결이 요구된 것은 이번이 처음이다.
◆ 최근 5년간 갑질 징계 교직원 6명
최근 5년간(2021~2025년) 갑질로 중징계 등 처분을 받은 충북교육청 소속 교직원은 6명이다.
갑질 유형별로 보면 △공사 업체 대표에게 능력 비하 발언(정직 3개월) △지위를 이용한 성 비위 및 갑질 행위(정직 3개월) △하급자에게 폭언 등 욕설 행위(견책) △인격적 모멸감 유발과 지위를 이용한 부당한 처우 및 복무 위반(감봉 1개월) △업무와 무관한 지시·복무 위반(주의) △정당한 사유 없이 직원 출장을 고의로 승인하지 않아 공무수행을 방해한 행위(주의) 등이다.

A superintendent (superintendent-level inspector) at a regional education support office under the Chungbuk Provincial Office of Education has been referred to the disciplinary committee over allegations of workplace bullying against subordinates.
According to education sources on January 7, Superintendent A was audited by the Chungbuk Office of Education last year on allegations of workplace bullying, including blocking a subordinate's candidacy for a leadership position in an organization and making abusive remarks.
The inspector determined that the superintendent's remarks caused personal humiliation to the subordinate and constituted unfair treatment using one's position. The inspector notified the Personnel Division of the Chungbuk Office of Education of the audit results and requested a disciplinary decision from the disciplinary committee.
This is the first time a sitting education superintendent has faced a disciplinary request related to workplace bullying.
◆ Six Education Staff Disciplined for Workplace Bullying in Past 5 Years
Six employees of the Chungbuk Office of Education received disciplinary actions including heavy punishment for workplace bullying over the past five years (2021-2025).
Types of workplace bullying include: △disparaging remarks about abilities to a construction company representative (3-month suspension) △sexual misconduct and power harassment using position (3-month suspension) △verbal abuse including profanity toward subordinates (reprimand) △causing personal humiliation, unfair treatment using position, and duty violations (1-month pay cut) △instructions unrelated to work and duty violations (warning) △deliberately refusing to approve employee business trips without justifiable reason, obstructing official duties (warning).
The Chungbuk Provincial Office of Education publicly discloses workplace bullying disciplinary records for education staff annually through its Open Forum (Open Audit Room).
