◆ 칭다오발 카페리로 입국한 중국인 2명 잠적

중국인 단체 관광객 무비자 입국 제도의 관리 체계가 도마 위에 올랐다.

6일 법무부 등에 따르면 인천출입국·외국인청은 여행사와 연락이 끊긴 중국인 관광객 A씨 등 2명의 소재를 파악하고 있다. A씨 등은 지난 1일 중국 칭다오에서 카페리를 타고 인천항 국제여객터미널로 입국한 뒤 잠적했다. 이들은 지난해 9월 시행한 중국인 단체 관광객 무비자 입국 제도를 통해 들어왔다.

◆ 출국 예정일 이틀 지나도 "불법 체류 아냐"

A씨 등은 일정상 지난 3일 출국할 예정이었다. 그러나 이들이 사라지자 여행사 가이드가 출입국 당국에 신고했다. 출입국 당국 관계자는 "무비자로 입국하면 15일간 체류할 수 있어 아직 불법 체류 상태로 보긴 어렵다"며 "연락이 끊긴 것은 맞아 소재를 파악하고 있다"고 말했다.

◆ 출국 예정일 넘겨도 15일간 추적 한계…제도 보완 필요성

현행 무비자 제도는 단체 관광객 이탈 시 여행사 가이드 신고에 의존한다. 관광객이 출국 예정일을 넘겨 잠적해도 15일이 지나기 전까지 불법 체류자로 분류되지 않아 당국의 즉각적인 대응에 한계가 있다. 무비자 제도 확대와 함께 관리 체계 보완이 필요하다는 지적이 제기된다.

Mr. A and companion were scheduled to depart on January 3. However, when they disappeared, the travel agency guide reported to immigration authorities. An immigration authority official said "Those who enter visa-free can stay for 15 days so it is difficult to consider them illegal residents yet" and added "It is true that contact has been lost and we are tracking their whereabouts."
