서 전 충북도 행정부지사는 1호 공약으로 '청주특례시' 추진을 내세웠다. 서 전 부지사는 6일 청주시청 브리핑룸에서 기자회견을 열었다. 서 전 부지사는 "대전·충남 통합 논의와 메가시티 경쟁 속에서 청주가 주변 도시로 밀려나지 않으려면 특례시 지정을 최우선 과제로 추진해야 한다"고 밝혔다. 서 전 부지사는 "청주특례시의 핵심은 단순한 명칭 변경이 아닌 실질적 권한 확보에 있다"고 강조했다.

특례시는 광역단체와 기초단체 중간 형태의 지자체로 인구 100만 이상 대도시를 대상으로 한다. 2022년 수원·고양·용인·창원시가 특례시로 출범했고 2025년 화성시가 추가로 승격됐다. 특례시는 정부·광역단체 사무 일부 이양, 지방채 발행, 택지개발지구 지정, 개발제한구역 지정·해제 등 광역시에 준하는 행·재정적 권한을 부여받는다. 행정안전부와 국회는 비수도권 특례시 인구 기준을 100만명에서 50만명으로 완화하는 방안을 검토 중이다. 청주시는 이재명 정부 출범 당시 특례시 인구 규정을 80만명으로 완화해줄 것을 요구했으나 국정과제에 반영되지 않았다. 서 전 부지사는 "청주특례시는 특정 정치인의 공약이 아닌 시민 모두의 생존 전략"이라며 "중앙 정부와 충북도에서 쌓은 행정 경험과 인적 네트워크를 총동원해 특례시 추진을 완수하겠다"고 다짐했다.
