◆ 이용록 홍성군수 2026년 새해 기자회견 개최

이용록 홍성군수가 2026년 새해 기자회견에서 민선 8기 역점 사업인 홍주읍성 복원 추진 현황을 발표했다. 이용록 군수는 복원 사업의 핵심 과제인 KT홍성지사 이전 문제가 올해 안에 해결될 것이라고 전망했다.

홍주읍성은 조선시대 홍주목 방어를 목적으로 축조됐다. 일제강점기에 성벽과 관아 건물 상당수가 파괴됐고 1970년대부터 복원 사업이 진행 중이다. 홍화문과 망화문 문루 복원이 최근 완료됐다. 성곽 내부 군청사는 2027년까지 옥암리로 이전한다. 홍주초등학교는 올해 3월 내포신도시로 옮겨 새 학기를 시작한다.

◆ KT홍성지사 이전 비용 문제로 협의 난항

전 영동헌지에 자리한 KT홍성지사 건물 이전이 난항을 겪고 있다. 이전 비용 부담 주체를 놓고 홍성군과 KT가 평행선을 달리고 있기 때문이다.

이용록 군수는 "취임 직후부터 협의를 시작해 이전 비용을 215억원으로 확정했다"고 밝혔다. 이용록 군수는 "KT 건물이 문화재 구역 안에 있어 KT 측 비용 부담을 요구해 왔다"고 말했다. 강승규 국회의원도 국정감사에서 KT에 이전 계획 수립과 홍성군과의 적극 협의를 촉구한 바 있다.

KT는 전기통신사업법상 원인 제공자 부담 원칙을 내세우며 기존 입장을 유지하고 있다.

◆ 국가문화유산구역 지정 추진…국비 70% 지원 가능

이용록 군수는 새로운 해법을 제시했다. 이용록 군수는 "KT가 자체 부담하지 못하면 군비 투입도 어렵다"며 "KT와 홍성군 간부들로 구성된 실무협의회에서 대안을 찾았다"고 밝혔다. 국가유산청이 해당 지역을 국가문화유산구역으로 지정하면 건물과 부지 매입 비용의 70%를 국비로 지원받을 수 있다.

이용록 군수는 "국가유산청이 시발굴 물증을 요구해 KT 주차장을 시발굴 대상으로 협의 중"이라고 설명했다. 이용록 군수는 "공영주차장 구역 문화재 발굴을 위한 군비와 도비 확보 후 국가문화유산구역 지정이 완료되면 KT도 이전에 동의했다"며 "올해 안에 비용 문제가 해결돼 결론이 날 것으로 기대한다"고 말했다.

A significant portion of the fortress walls and government buildings were destroyed during the Japanese colonial period, and restoration work has been underway since the 1970s. Restoration of Hongwhamun Gate and Mangwhamun Gate towers was recently completed. The county office inside the fortress will relocate to Okam-ri by 2027. Hongju Elementary School will move to Naepo New City and begin the new semester in March this year.

◆ Negotiations Stall Over KT Hongseong Branch Relocation Costs

The relocation of the KT Hongseong Branch building at the former Yeongdongheon site faces difficulties. Hongseong County and KT remain at an impasse over who should bear the relocation costs.

Governor Lee stated, "We began negotiations immediately after taking office and finalized the relocation cost at 21.5 billion won." Governor Lee said, "Since the KT building is within the cultural heritage zone, we have demanded KT bear the costs." National Assembly member Kang Seung-gyu also urged KT during a parliamentary audit to establish a relocation plan and actively negotiate with Hongseong County.

KT maintains its existing position, citing the principle that the party causing the relocation should bear the costs under the Telecommunications Business Act.

◆ Pursuing National Cultural Heritage Zone Designation…70% National Funding Available

Governor Lee presented a new solution. Governor Lee stated, "If KT cannot bear the costs on its own, it is also difficult to invest county funds. A working-level consultative body composed of KT and Hongseong County executives found an alternative." If the National Heritage Administration designates the area as a National Cultural Heritage Zone, 70% of building and land acquisition costs can be covered by national funding.

Governor Lee explained, "The National Heritage Administration requested excavated evidence, so we are discussing the KT parking lot as a trial excavation site." Governor Lee said, "KT agreed to relocate once the National Cultural Heritage Zone designation is completed after securing county and provincial funding for cultural property excavation in the public parking lot area. I expect the cost issue will be resolved and a conclusion will be reached within this year."
