◆ "골든타임에 체계 무너질 위기"
유인호(세종·보람동) 의원이 충청광역연합의 행정 공백 우려를 제기했다. 유 의원은 30일 충청광역연합의회 본회의에서 "전국 최초 특별지방자치단체인 충청광역연합이 성과를 쌓아야 할 골든타임에 체계가 무너질 위기"라고 지적했다. 유 의원은 "연합장과 4개 시도 파견 인력의 대거 교체로 사무 연속성이 끊길 우려가 크다"고 밝혔다. 유 의원은 "연합 사무는 단순 협의를 넘어 지자체 위임사무와 국가사무를 포괄하며 전문성이 필요하다"며 "인수인계가 부실하면 책임과 경비 부담 갈등이 발생하고 행정은 회피·지연에 빠진다"고 강조했다.
◆ 인수인계 의무화 법제화 등 4가지 제안
유 의원은 4가지 개선 방안을 제안했다. 인수인계 의무화 법제화, 파견 중심 조직의 한계 극복을 위한 인사 안정성 보장, 중앙정부 5극3특 전략 대응을 위한 독자적 행정·재정 기반 확보, 대전충남 통합 등 행정 환경 변화에 대비한 선제적 로드맵 마련이다. 유 의원은 "연합장과 파견 인력이 바뀌어도 충청광역연합의 방향과 성과는 유지돼야 한다"며 "기록·책임·재정이 이어지는 구조를 제도로 세우는 것이 가장 현실적인 초광역 행정"이라고 말했다.
◆ 전국 최초 특별지방자치단체 광역의회
충청광역연합의회는 지방분권과 국가균형발전을 위해 2024년 말 대전·세종·충남·충북 4개 시도가 참여해 출범한 전국 최초 특별지방자치단체 광역의회다. 초대 의장은 충북도의원 노금식이다. 각 시도의회에서 선출된 의원 16명으로 구성됐다. 예산 심의와 정책 의결을 담당하며 교통·산업·환경·관광 등 초광역 협력 사업을 추진한다. 지방시대엑스포 유치 등 지역 발전 전략을 수행한다.

◆ Four Proposals Including Mandatory Handover Legislation
Assemblyman Yoo proposed four improvement measures: legislation mandating handovers, ensuring personnel stability to overcome the limitations of dispatch-centered organizations, securing independent administrative and fiscal foundations to respond to the central government's 5-pole 3-special strategy, and preparing preemptive roadmaps for administrative environment changes such as Daejeon-Chungnam integration. Assemblyman Yoo said, "Even if the union chief and dispatched personnel change, the direction and achievements of the Chungcheong Metropolitan Union must be maintained," adding, "Establishing a structure where records, responsibility, and finances continue through institutions is the most realistic supra-regional administration."
◆ Nation's First Special Local Government Metropolitan Council
The Chungcheong Metropolitan Union Council is the nation's first special local government metropolitan council launched at the end of 2024 with participation from 4 cities and provinces—Daejeon, Sejong, South Chungcheong, and North Chungcheong—for local decentralization and balanced national development. The first chairman is North Chungcheong Provincial Councilor Noh Geum-sik. It consists of 16 members elected from each city and provincial council. It handles budget deliberation and policy resolution, promotes supra-regional cooperation projects in transportation, industry, environment, and tourism, and implements regional development strategies such as attracting the Local Era Expo.
