◆ 서산에서 청년농업인 정착 토론회 개최

충남도의회는 23일 서산시 문화회관 소공연장에서 청년농업인 정착 방안을 논의하는 의정토론회를 개최했다. 이연희 의원(서산2, 국민의힘)이 좌장을 맡았으며, 연암대학교 채상헌 교수 주제발표, 농축산 분야 실무 국장, 금융 전문가, 청년농업인 등이 토론자로 참여했다. 도의회는 인구 감소와 고령화로 위기에 놓인 농촌 발전의 핵심으로 청년농업인을 주목했다.

현장에서는 구체적 과제들이 제시됐다. 최재우 농신보 충남지역보증센터장은 청년농업인 신용보증 우대 방안을, 김진태 예비청년농업인은 금융기관 기준 불일치로 인한 대출 거절 문제와 성공적 창농 모델 체계화를 요청했다. 오정민 오딸기힐링팜 대표는 스마트팜 부실 시공 관리 강화와 체험농장 규제 완화를 건의했다.

◆ 2026년까지 청년농 3,000명 육성...조례 개정으로 지원 확대

이정삼 충남도 농축산국장은 "2026년까지 청년농 3,000명 육성을 목표로 공공형·자립형 투트랙 스마트팜 단지 253만 평을 조성 중"이라며 전 주기 원스톱 지원체계인 충남형 스마트농업 추진 계획을 설명했다. 이진영 농업기술원 농촌지원국장은 "단계별 교육 체계와 스마트팜 창농 지원 인증제로 청년농업인 전문성을 강화하겠다"고 밝혔다.

이민석 충남스마트팜청년협회장은 "농업을 복지가 아닌 산업으로 봐야 한다"며 조직화를 통한 규모의 경제 실현과 성과 중심 인센티브 도입 등 정책 패러다임 전환을 제안했다. 이연희 의원은 "토론 의견들이 청년들의 성공적인 창농과 정착 정책의 이정표가 되길 바란다"며 "농어촌진흥기금 융자 상향 조례 개정 등 제도 개선을 바탕으로 청년농업인이 충남 농업의 주체로 성장할 수 있도록 입법과 정책 지원에 최선을 다하겠다"고 밝혔다.

도의회는 토론회 의견을 종합 검토해 향후 청년농업인 육성·지원 관련 조례 제·개정과 예산 심의에 적극 반영할 방침이다.

◆ Policy Forum on Young Farmer Settlement Held in Seosan

The Chungnam Provincial Assembly held a policy forum on young farmer settlement measures on the 23rd at the Small Concert Hall of Seosan Culture Center. Rep. Choi Jae-woo, director of the Chungnam Regional Guarantee Center at the credit guarantee fund, presented credit guarantee preference measures for young farmers lacking collateral. Kim Jin-tae, a prospective young farmer, raised the issue of loan rejections due to inconsistent interpretation standards among financial institutions and requested systematization of successful startup farming models. Oh Jung-min, CEO of Oddari Strawberry Healing Farm, called for strengthened supervision of smart farm construction contractors and relaxation of regulations restricting experiential farm operations.

◆ Target of 3,000 Young Farmers by 2026...Support Expansion Through Ordinance Amendments

Lee Jung-sam, director of Chungnam Province's Agriculture and Livestock Bureau, explained, "We are developing 2.53 million pyeong of public and self-reliant smart farm clusters targeting cultivation of 3,000 young farmers by 2026," and outlined the Chungnam-style Smart Agriculture full-cycle one-stop support system. Lee Jin-young, director of the Rural Support Division at the Agricultural Technology Institute, stated, "We will strengthen young farmers' expertise through phased educational systems and smart farm startup support certification programs."
