홍성군의회가 제317회 제2차 정례회를 마쳤다. 회기는 11월 21일부터 12월 18일까지 28일간 진행됐다. 의장은 김덕배다.

◆ 2026년 예산안 932,500천원 삭감 의결

홍성군의회는 12월 18일 제10차 본회의에서 총 9,748억원 규모의 2026년도 예산안을 최종 의결했다. 예산결산특별위원회는 12월 17일 일반회계 세출예산 중 경제정책과 소관 전통시장 활성화 보부상 재현 40,000천원, 홍성 스타트업빌리지 특화콘텐츠 개발 및 운영 50,000천원, 축산과 소관 가축분뇨처리 효모제 지원 20,000천원, 길고양이 중성화수술비 지원 68,500천원, 건설과 소관 홍성천지구 풍수해생활권 종합정비 682,500천원, 농업기술센터 소관 조류 피해 예방 레이저 기반 유도 기술 시범 71,500천원 등 총 932,500천원을 삭감했다.

예산결산특별위원장 이정희 의원은 "2026년은 고물가와 고환율로 인한 경기 침체가 예상되는 만큼 사업의 시급성과 타당성을 면밀히 검토해 지역경제 안정화에 기여할 수 있도록 최선을 다해 심의했다"고 밝혔다.

◆ 조례안 23건 중 21건 원안 가결

홍성군의회는 정례회 기간 조례안 및 일반안건 23건을 의결했다. 21건은 원안가결, 2건은 수정가결됐다. 행정복지위원회는 홍성군수가 제출한 홍성군 지속가능발전 기본 조례 전부개정조례안, 홍성군 통합재정안정화기금 설치 및 운용 조례 일부개정조례안 등 12건을 심사했으며 11건을 원안가결, 1건을 수정가결했다. 산업건설위원회는 윤일순 의원이 발의한 홍성군 빈집 정비 및 활용에 관한 조례 일부개정조례안 등 10건을 심사했으며 9건을 원안가결, 1건을 수정가결했다.

11월 24일부터 12월 1일까지는 2025년도 군정업무 추진실적 및 2026년도 상반기 주요업무계획 보고와 2025년도 행정사무감사 결과 보고가 진행됐다. 12월 10일 예산결산특별위원회는 2025년도 제4회 추가경정예산안 및 제2회 기금운용계획 변경안 부서별 설명을 청취했으며 12월 12일 제9차 본회의에서 원안가결했다.

◆ "지역 미래 위해 남은 임기 최선 다하겠다"

김덕배 의장은 "이번 정례회는 내년도 군정 운영의 방향을 정하고 군민 삶의 질 향상을 위한 예산과 정책을 면밀히 점검한 매우 중요한 회기였다"며 "남은 약 6개월의 제9대 의회 임기 동안에도 군민과 함께 미래를 열어가는 의회가 되기 위해 최선을 다하겠다"고 말했다.

정례회 폐회식에서 윤일순 의원은 2025 홍성글로벌바비큐페스티벌에 60만 명이 방문한 성과를 공유했다. 최선경 의원은 내포 혁신도시 공공기관 2차 이전과 관련해 홍성군의 구체적인 대응 전략이 부족하다고 지적하고 교통·주거 등 정주 인프라 확충과 중앙정부 대응을 위한 연대 강화를 촉구했다.

The Hongseong County Council concluded its 317th session, second regular meeting. The session was held for 28 days from November 21 to December 18. Chairman Kim Deok-bae presided over the session.

◆ 2026 Budget Reduced by 932.5 Million Won

The Hongseong County Council made final decisions on the 2026 budget plan totaling 974.8 billion won at its 10th plenary session on December 18. The Budget and Settlement Special Committee cut a total of 932.5 million won from general accounting expenditures on December 17. The cuts included 40 million won for traditional market activation under the Economic Policy Division, 50 million won for Hongseong Startup Village specialized content development and operation, 20 million won for livestock manure treatment yeast support under the Livestock Division, 68.5 million won for neutering surgery support for feral cats, 682.5 million won for comprehensive maintenance of wind and water damage living areas in the Hongseongcheon district under the Construction Division, and 71.5 million won for laser-based bird damage prevention guidance technology pilot programs under the Agricultural Technology Center.

Lee Jeong-hee, chairman of the Budget and Settlement Special Committee, stated: "Given that 2026 is expected to face economic downturn due to high inflation and high exchange rates, we carefully reviewed the urgency and validity of projects to contribute to regional economic stabilization."

◆ 21 of 23 Ordinance Bills Passed as Proposed

The Hongseong County Council passed 23 ordinance bills and general matters during the session. Twenty-one were passed as proposed and two were passed with modifications. The Administrative Welfare Committee examined 12 bills submitted by the Hongseong County Governor, including the comprehensive amendment ordinance for basic sustainable development in Hongseong County and partial amendment ordinance for establishing and operating the integrated financial stabilization fund. Eleven bills were passed as proposed and one was passed with modifications. The Industrial Construction Committee examined 10 bills including the partial amendment ordinance on vacant house maintenance and utilization proposed by Councilor Yoon Il-soon, passing nine as proposed and one with modifications.

From November 24 to December 1, reports on 2025 government performance and 2026 first-half major work plans were presented, and results from the 2025 administrative inspection were reported. On December 10, the Budget and Settlement Special Committee heard departmental explanations for the 2025 fourth supplementary budget and second fund management plan revision, which were passed as proposed at the 9th plenary session on December 12.

◆ "Committed to Serving Regional Future in Remaining Term"

Chairman Kim Deok-bae stated: "This regular session was a critically important meeting that set the direction for next year's government operations and carefully reviewed budgets and policies to improve residents' quality of life. During the remaining approximately six months of the 9th Council's term, we will do our utmost to become a council that opens the future together with residents."

During the closing ceremony, Councilor Yoon Il-soon shared the achievement of 600,000 visitors to the 2025 Hongseong Global Barbecue Festival. Councilor Choi Sun-kyung pointed out insufficient concrete response strategies from Hongseong County regarding the second relocation of public institutions to the Naepo Innovation City and urged enhanced coordination on residential infrastructure expansion and central government cooperation.
