5개 지구는 농촌지역으로 토지 빈번한 변동으로 지적 경계와 현실 경계가 일치하지 않는 복합형 지적 불부합지로 관리되어 왔다. 영동군은 이번 사업을 통해 토지 경계 분쟁 해소, 경계선 정형화, 맹지 문제점 해소, 건축물 저촉 문제 해결 등 다양한 효과를 기대한다. 영동군 전체 토지 23만여 필지 중 16.9%인 3만 9천 필지를 현재 지적 불부합지로 관리 중이며, 2012년부터 2025년까지 전체의 40% 규모인 1만 5,000필지에 대해 사업을 완료하거나 추진 중이다.
진순현 민원과장은 "지적재조사사업으로 토지 경계를 명확히 하고 경계 분쟁을 해소할 수 있다"며 "군민 재산권 보호를 위해 적극 추진하겠으며 토지소유자의 많은 관심과 협조를 당부한다"고 밝혔다.

Youngdong County expects the project to resolve boundary disputes, standardize boundary lines, eliminate blind parcels, and address building encroachment issues. Among the county's approximately 230,000 total land parcels, 39,000 parcels (16.9 percent) currently remain under cadastral non-conformity management. From 2012 to 2025, the county completed or is conducting re-investigation projects on 15,000 parcels, representing 40 percent of the total.
Jin Sun-hyun, head of the Civil Affairs Division, stated, "The cadastral re-investigation project clarifies land boundaries and resolves boundary disputes," and emphasized "we will actively promote landowner property rights protection and request the full attention and cooperation of landowners."
