◆ 도시침수 예방 266억 원 확보
충북 괴산군(군수 송인헌)이 불정목도지구 도시침수 예방사업에 266억 4천만 원을 확보했다. 10일 발표했다. 2023년 집중호우로 침수 피해를 입은 불정목도지구는 반복되는 이상기후로 침수 문제가 지속되는 지역이다. 괴산군은 중앙부처에 지속적으로 사업의 시급성과 주민 안전 필요성을 건의해왔으며, 2026년 정부 예산안에 최종 반영되면서 본격적인 사업 추진이 가능해졌다.
사업 내용은 우수관로 확충, 빗물저류시설 설치, 배수체계 정비 등이다. 준공 목표 시기는 2028년이다.
◆ 농어촌 하수도 정비로 보급률 90% 달성 목표
괴산군은 농어촌하수도정비사업으로 하수도 보급률을 대폭 확대할 계획이다. 세곡, 갈론, 칠성, 문법, 청안, 방곡, 송면 등 7개 지구에서 공사를 현재 진행 중이며, 후평, 웅동, 앵천, 광진, 외사 등 5개 지구는 2026년 신규 사업으로 설계에 착수할 예정이다.
현재 56.7%인 괴산군의 하수도 보급률은 모든 사업 완료 시 최대 90%까지 상승할 것으로 전망된다.
◆ 2026년 기본계획 재수립…중장기 전략 마련
괴산군은 2026년 '괴산군 하수도정비 기본계획'을 재수립한다. 지역 전역에 하수도가 균등하게 보급될 수 있도록 중장기 계획을 마련하는 것이 목표다.
송인헌 군수는 "도시침수 예방과 하수도 정비는 군민의 생명과 재산을 지키는 핵심 기반 사업이자 괴산군의 청정 이미지 구축에 중요한 역할을 한다"고 말했다.

◆ Urban Flood Prevention Secures 26.64 Billion Won
Goesan County, North Chungcheong Province (County Governor Song In-heon) has secured 26.64 billion won for the Buljeongmokdo District urban flood prevention project. The announcement came December 10. The Buljeongmokdo District, which suffered flooding damage during concentrated rainfall in 2023, continues to face flooding issues due to recurring extreme weather. Goesan County had consistently proposed the project's urgency and necessity for resident safety to central government ministries. The project became feasible for full-scale implementation after being reflected in the final 2026 government budget.
The project scope includes expansion of storm water pipes, installation of rainwater retention facilities, and improvement of drainage systems. The completion target is set for 2028.
◆ Rural Sewage Network Expansion Aims for 90% Coverage Rate
Goesan County plans to significantly expand sewage network coverage through the Rural Sewage Network Improvement Project. Construction currently proceeds in seven districts: Segok, Gallon, Chilseong, Munbeop, Cheong'an, Banggok, and Songmyeon. Five additional districts—Hupyeong, Ungdong, Aengcheon, Gwangjin, and Oesa—are scheduled to begin design work in 2026 as new projects.
The county's current sewage coverage rate of 56.7 percent is projected to rise to as high as 90 percent upon completion of all projects.
◆ 2026 Master Plan Revision... Mid-to-Long-Term Strategy Established
Goesan County will revise the 'Goesan County Sewage Network Improvement Master Plan' in 2026. The goal is to develop mid-to-long-term plans ensuring sewage networks are distributed evenly throughout the county.
County Governor Song In-heon stated, "Urban flood prevention and sewage network improvement are essential infrastructure projects that protect residents' lives and property, while playing an important role in establishing Goesan County's image as an environmentally clean region."
