◆ 토론회 개최, 지방규제 혁신 논의

충청북도가 12월 9일 도청 대회의실에서 '중부내륙특별법 개정과 지방규제 혁신 토론회'를 개최했다. 충북연구원이 주관하고 전국시도연구원협의회가 후원한 이번 행사에는 시도연구원, 국토연구원, 한국법제연구원 등 연구기관이 참여했다. 토론회는 지역 여건을 반영한 규제 운영 방안과 중앙-지방의 역할 재정립을 모색했다.

◆ 중앙 집중 규제권의 구조적 한계 지적

임현정 서울연구원 연구위원은 민선 지방자치 30주년에도 규제권이 중앙정부에 집중돼 지방정부가 주민수요에 맞는 사업 추진을 어렵게 한다고 지적했다. 홍성호 충북연구원 선임연구위원은 중부내륙 지역의 상당 면적이 상수원보호구역, 수변구역, 국립공원으로 지정돼 중앙부처의 중복 규제를 받는 현실을 언급했다. 홍 연구위원은 미국, 일본 등 주요국 사례를 제시하며 중부내륙특별법 개정을 통한 지방규제 혁신을 촉구했다.

◆ 강원·전북 특례 사례 공유, 개정 방향 모색

국토, 제도, 환경, 산림, 농업 분야 전문가들은 강원·전북특별자치도의 환경·농업 분야 특례 성과와 한계를 공유했다. 이를 토대로 중부내륙특별법에 적용 가능한 규제특례 방향을 논의했다. 김영환 충북도지사는 "지방규제도 지역이 미래를 스스로 설계하도록 과감하고 합리적으로 개편돼야 한다"며 "규제혁신 철학이 개정에 반영될 때 중부내륙의 도약이 가능하다"고 말했다. 충북도는 2023년 12월 특별법 제정 당시 미반영된 환경 분야 규제 완화와 재정지원 확대 등을 보완하는 개정을 추진 중이다.

Chungcheongbuk-do Province held the 'Forum on Revision of the Central Inland Special Act and Local Regulatory Innovation' on December 9 in the main conference room of the provincial government office. The event, organized by the Chungbuk Research Institute and sponsored by the Council of Provincial Research Institutes, was attended by research organizations including the Provincial Research Institutes, Korea Research Institute for Human Settlements, and Korea Legislation Research Institute. The forum explored regulatory operation methods reflecting local conditions and the repositioning of roles between central and local governments.

◆ Structural Limitations of Centralized Regulatory Authority Pointed Out

Im Hyun-jung, research fellow at Seoul Research Institute, noted that despite 30 years of local autonomy, regulatory authority concentrated in the central government makes it difficult for local governments to implement projects that meet resident needs. Hong Sung-ho, senior research fellow at the Chungbuk Research Institute, cited the reality that a substantial area of the central inland region is designated as water source protection zones, waterfront areas, and national parks, subjecting them to overlapping regulations by central government agencies. Fellow Hong urged regulatory innovation in local government through revision of the Special Act for Central Inland, presenting cases from major countries including the United States and Japan.

◆ Sharing Gangwon and Jeonbuk Special Cases...Exploring Revision Direction

Experts in the fields of territory, systems, environment, forestry, and agriculture shared achievements and limitations of environmental and agricultural regulatory exceptions in Gangwon and Jeonbuk special self-governing provinces. Based on this, they discussed directions for regulatory exceptions applicable to the Central Inland Special Act. Governor Kim Young-hwan of Chungcheongbuk Province stated that "local regulations must be drastically and rationally reformed so regions can design their own futures," adding that "the leap forward for the central inland becomes possible when the philosophy of regulatory innovation is reflected in the revision." Chungbuk Province is currently pursuing revisions that supplement environmental regulatory relaxation and expanded financial support that were not included when the Special Act was enacted in December 2023.
