◆ 충남도, 전국 최초 구 토지대장 디지털화 완료

충남도는 '구(舊) 토지대장 한글화 디지털 구축사업' 혁신 효과가 전국으로 확산한다고 4일 밝혔다. 충남도는 2021년부터 지난해까지 313만여 면 원본을 한글로 변환하고 표준 디지털 데이터베이스로 재구축했다. 구 토지대장은 1910년대부터 작성한 국가 기본 토지 행정 자료다. 소유권·지목·면적 등 핵심 정보를 담았으나 한자·일본식 표기와 훼손으로 행정 활용에 한계가 있었다.

◆ 민원 처리 75% 단축·50명 일자리 창출

충남도는 일본 연호, 창씨개명 표기 등 비표준 용어를 한글과 표준 행정 용어로 정비했다. 소유권 변동, 주소 변경 등 사각지대 정보도 복원했다. 민원 처리 기간은 종전 2일에서 0.5일로 75% 단축됐다. 검색·열람·즉시 발급이 가능한 디지털 민원 체계로 전환했다. 조상 땅 찾기, 상속 분쟁 등 민원 처리 정확도도 향상됐다. 올해 10월 기준 누적 이용 건수는 12만 1078건을 기록했다. 한자·일본어 해석 경험을 가진 어르신 전문 인력 50여 명이 검수 과정에 참여해 공공 일자리 창출 효과도 거뒀다.

◆ 전국 48개 지자체 벤치마킹…10곳 사업 추진 중

충남도 사례는 전국 48개 지방자치단체가 벤치마킹한다. 한국지역정보개발원 중심으로 올해 10개 지방자치단체가 동일 사업을 추진 중이다. 임택빈 충남도 토지관리과장은 "왜곡·훼손된 행정정보를 회복시켜 디지털화함으로써 도민에게 정보 활용 기반을 마련한 행정 혁신 사례"라며 "국민 실생활과 연결된 맞춤형 행정 서비스로 지속 확장하겠다"고 말했다.

◆ Chungnam Province Completes First-in-Nation Digitization of Old Land Registers

Chungnam Province announced on the 4th that the innovative effects of its 'Old Land Register Korean Digitization Project' are spreading nationwide. From 2021 to last year, Chungnam Province converted 3.13 million pages of original documents into Korean and rebuilt them into a standard digital database. Old land registers are basic national land administrative documents written since the 1910s. They contained key information such as ownership, land category, and area, but had limitations in administrative use due to Chinese characters, Japanese-style notation, and damage.

◆ Civil Complaint Processing Cut by 75%, 50 Jobs Created

Chungnam Province converted non-standard terms such as Japanese era names and forced name changes into Korean and standard administrative terminology. Information in blind spots such as ownership changes and address modifications was also restored. Civil complaint processing time was reduced by 75%, from 2 days to 0.5 days. The system transitioned to a digital civil service system enabling search, viewing, and immediate issuance. Accuracy in processing civil complaints such as ancestral land searches and inheritance disputes also improved. Cumulative usage reached 121,078 cases as of October this year. Approximately 50 senior citizens with experience in interpreting Chinese characters and Japanese participated in the verification process, creating public jobs.

◆ 48 Local Governments Benchmark, 10 Currently Pursuing Same Project

Chungnam Province's case is being benchmarked by 48 local governments nationwide. Ten local governments are currently pursuing the same project, centered on the Korea Local Information Research and Development Institute. Lim Taek-bin, Head of the Land Management Division at Chungnam Province, said, "This is an administrative innovation case that established a foundation for residents to easily utilize information by recovering and digitizing distorted and damaged administrative information," adding, "We will continue to expand into customized administrative services connected to people's daily lives."
