◆ 13년 만에 완공된 지역 숙원
서산시가 양대동 827번지에서 친환경 체험관광형 자원회수시설 준공식 개최했다. 이완섭 서산시장 포함 300여 명 참석했다. 충남도, 당진시, 한국환경공단, 코오롱글로벌 관계자들이 함께했다.
이 시설은 2012년 계획 수립 후 13년 만에 완공됐다. 총사업비 1,054억 원 투입했다. 코오롱글로벌컨소시엄이 설계·시공·품질관리 담당했다. 한국환경공단이 현장 품질관리와 감리 담당했다.
◆ 일일 200톤 처리 능력 갖춘 시설 가동
시설은 2022년 9월 착공했다. 올해 7월부터 9월까지 3개월간 시운전과 성능검사 마쳤다. 광역 소각시설은 지난 11월부터 본격 가동 중이다.
양대동 827·828번지에 일일 200톤 규모 생활쓰레기 처리 광역 소각시설 조성됐다. 주민편익 시설과 높이 94m 전망대 설치됐다. 질소산화물·염화수소·일산화탄소·먼지 농도를 실시간 측정하는 '굴뚝 배출가스 연속 자동 측정기' 설치됐다.
폐열을 전력 생산에 활용한다. 시간당 3.2㎿, 연간 20억 원 규모 전력 생산한다. 한전에 전량 판매한다. 소각 폐열은 주민편익 시설과 친환경에너지타운 스마트팜에 공급될 예정이다.
◆ 2026년 상반기부터 본격 운영 시작
주민편익 시설로 찜질방·사우나·어린이 물놀이시설 갖췄다. 전망대에 실내 어린이 암벽·어드벤처 슬라이드·체험홍보관 조성됐다.
주민편익 시설과 체험관광 시설은 운영자 선정 거쳐 2026년 상반기부터 정식 운영된다. 시설 견학 프로그램과 환경교육 체험관 마련될 예정이다. 시민에게 열려 있는 자원회수시설로 운영된다.
이완섭 서산시장은 "13년의 노력 끝에 친환경 체험관광형 자원회수시설이 완공됐다"며 "해당 시설이 단순한 쓰레기 처리장이 아닌 미래 세대에게 환경을 배우고 즐기고 체험할 수 있는 서산시 도약의 중추적 복합문화공간으로 운영되도록 노력하겠다"고 말했다.

◆ Long-Standing Local Project Completed After 13 Years
Seosan City held a completion ceremony for an eco-friendly experience tourism resource recovery facility in Yangdae-dong 827 area. Mayor Lee Wan-seop of Seosan City attended along with over 300 participants. Officials from South Chungcheong Province, Dangjin City, Korea Environment Corporation, and Koolon Global participated.
The facility completed construction 13 years after project planning began in 2012. Total project investment reached 1.054 trillion won. Koolon Global Consortium oversaw design, construction, and quality management. Korea Environment Corporation handled on-site quality control and supervision.
◆ Facility with 200-Ton Daily Processing Capacity Now Operational
The facility commenced construction in September 2022. Test operation and performance evaluation completed over three months from July through September this year. The large-scale incineration facility entered full operation in November.
A large-scale incineration facility capable of processing 200 tons of household waste daily was constructed in Yangdae-dong 827 and 828 areas. Resident convenience facilities and a 94-meter-tall observation tower were installed. A 'chimney exhaust gas continuous automatic measurement device' measuring nitrogen oxides, hydrogen chloride, carbon monoxide, and particulate matter in real time was installed.
Waste heat is utilized for power generation. The facility generates 3.2 megawatts per hour and approximately 2 billion won worth of electricity annually. All power is sold to Korea Electric Power Corporation. Incineration waste heat will supply resident convenience facilities and eco-friendly energy town smart farms.
◆ Full-Scale Operations Begin in First Half of 2026
Resident convenience facilities include jjimjilbangs (Korean bathhouses), saunas, and children's water play facilities. The observation tower houses indoor children's rock climbing walls, adventure slides, and experience promotion centers.
Resident convenience facilities and experience tourism facilities will commence full operation in the first half of 2026 following operator selection. Facility tour programs and environmental education experience centers will be established. The resource recovery facility will operate as an open facility for citizens.
Mayor Lee Wan-seop stated, "After 13 years of effort, the eco-friendly experience tourism resource recovery facility has been completed," adding, "I will work to ensure this facility operates not as a simple waste treatment facility but as a central multipurpose cultural complex where future generations can learn about, enjoy, and experience the environment, serving as a cornerstone of Seosan City's advancement."
