옥천읍은 지용문학공원 내 야간경관 특화시설을, 이원면은 스마트 육묘장을 조성해 전국 묘목산업 중심지 위상 회복을 도모한다. 군북면은 대청호 수변 중심의 생태관광 네트워크를 구축한다. 읍면별 25억 원씩 총 75억 원이 투자되며, 2026년부터 설계에 착수한다.
황규철 옥천군수는 "주민 참여가 정책 실행으로 이어진 사례"라며 "각 지역 특성을 살려 추진되도록 지원하겠다"고 밝혔다.

Okcheon County has selected three projects as priority targets for the second-phase Regional Balanced Development Support Project. Following a bottom-up model where residents directly plan and propose projects, the initiative aims to establish resident-led self-reliant structures through regional resource utilization.
Okcheon-eup will create nighttime landscape facilities at Jiyong Literary Park, Iwon-myeon will build a smart seedling nursery to restore its status as the nation's seedling industry center, and Gunbuk-myeon will establish ecological tourism infrastructure around Daecheong Lake. Total investment of 7.5 billion won (2.5 billion won per area) will be allocated, with design work beginning in 2026.
County Governor Hwang Kyul-chul stated, "This demonstrates how resident participation translates into policy implementation."
