◆단순 업무는 완료, 복잡한 정책은 검토 중

제천시는 하천변 제초작업, 시청 주차장 5부제 도입, 가로수 관리 강화, 코로나19 백서 발간, 배수로 정비, 지역대학 협력 강화, 결혼식 비용 지원, 배달모아 활성화 등 16건을 추진 완료로 분류했다. 반면 승소 행정소송 소송비용 회수, 지역경기지표 개발, 비법정도로 문제 해결, 공공예식장 설립, 소아의료체계 개선, 첫째아 지원 확대, 전통시장 주차장 운영 개선 등은 1~3년째 검토 중이거나 추진 중이다. 제천시는 여성 청소년 생리용품 지원, 공직자 업무용 택시 도입, 의병 테마 관문 조성 등 일부 제안을 추진불가로 분류했다.

◆송수연 의원 "허례허식 됐다" 비판

송수연 시의원은 전날 제352회 제2차 정례회 본회의에서 "추진 완료가 절반에도 미치지 못하고 있다"고 지적했다. 송 의원은 "추진 중이라는 26건도 아마 영원히 추진 중일 것"이라며 "5분 자유발언의 의미와 무게감은 깃털처럼 가벼운 허례허식이 됐다"고 비판했다.

Jecheon City classified 16 cases as completed, including riverbank weeding work, introduction of a 5-day parking rotation system at city hall, strengthening street tree management, publishing a COVID-19 white paper, drainage maintenance, strengthening cooperation with local universities, wedding cost support, and revitalizing delivery consolidation services. In contrast, issues such as recovering litigation costs from won administrative lawsuits, developing regional economic indicators, resolving illegal road problems, establishing public wedding halls, improving pediatric medical systems, expanding support for first children, and improving traditional market parking lot operations have been under review or in progress for 1 to 3 years. Jecheon City classified some proposals as impossible to implement, including sanitary product support for female adolescents, introduction of business taxis for public officials, and creation of a righteous army theme gateway.

◆Councilor Song Su-yeon Criticizes as "Empty Formality"

City Councilor Song Su-yeon pointed out at the plenary session of the 352nd second regular session the previous day, "Completed implementation does not even reach half." Councilor Song criticized, "The 26 cases said to be in progress will probably remain in progress forever. The meaning and weight of the 5-minute free speech has become an empty formality as light as a feather."
