서산시의회, 갱년기·노인낙상 등 복지 조례안 추진...내년 예산안도

◆ 회의 개요 및 일정

서산시의회(의장 조동식)가 25일 제310회 제2차 정례회를 개최했다. 이번 정례회는 12월 17일까지 23일간 2025년 마지막 회기로 운영된다. 회의 구성은 본회의 3일, 상임위원회 10일(의회운영위 1일·행정문화복지·산업건설위 9일), 예산결산특별위원회 5일이다.

◆ 심의 대상 안건

이번 정례회에서 심의·처리할 안건은 총 33개다. 서산시장의 시정연설, 2025년도 제4회(정리) 추경예산안, 2026년도 예산안 및 기금운용계획안, 조례안 18건, 동의안 7건이 포함된다.

◆ 주요 안건 내용

운영위원회(위원장 한석화) 소관 안건은 의원 교육연수 관련 조례안(이경화 의원 대표발의), 지방공무원 여비 조례 개정안(이정수 의원 대표발의)이다.

행정문화복지위원회(위원장 강문수)에서는 사립 박물관·미술관 지원 조례 개정안(안동석 의원 대표발의), 갱년기 증후군 관리·지원 조례안, 노인 낙상사고 예방 지원 조례안, 인공지능행정 구현 조례안(이경화 의원 대표발의) 등을 심의한다.

산업건설위원회(위원장 안동석) 소관 안건은 도시계획 조례 개정안(김맹호 의원 대표발의)이다.

개회 당일 본회의 안건 상정 전 가선숙 의원이 "식품 사막 대응 및 쇼핑 약자 지원", 안동석 의원이 "못난이 농산물 유통 활성화" 주제로 5분 자유발언을 진행했다. 또한 최동묵 의원이 발의한 지방도 649호선 도로공사 감사원 감사 청구 안건은 표결 결과 부결됐다.

조동식 의장은 개회사를 통해 "이번 정례회는 서산의 한 해를 정리하고 다음 한 해를 설계하는 매우 중요한 과정"이라며 "시민의 기대와 염원을 가슴 깊이 새기고 지혜와 역량을 모아 더 나은 서산을 위해 노력해달라"고 말했다.

Seosan City Council (Chair Jo Dong-sik) opened its 310th Session, 2nd Regular Session on November 25. This regular session operates as the final session of 2025 until December 17, spanning 23 days. The session consists of 3 plenary sessions, 10 standing committee sessions (1 session for the Rules Committee and 9 sessions for the Administration, Culture, Welfare, Industry and Construction Committee), and 5 Budget and Settlement Special Committee sessions.

◆ Agenda Items for Review

The session will review and process a total of 33 agenda items. Items include the Mayor's State of the City address, the 2025 Fourth Supplementary Budget (Final), the 2026 Budget Plan and Fund Management Plan, 18 ordinance bills, and 7 consent bills.

◆ Key Agenda Content

The Rules Committee (Chair Han Seok-hwa) will address ordinance bills concerning member education and training (sponsored by Representative Lee Kyung-hwa) and amendments to the municipal official travel expense ordinance (sponsored by Representative Lee Jeong-su).

The Administration, Culture, Welfare Committee (Chair Gang Moon-su) will review amendments to the private museum and private art museum support ordinance (sponsored by Representative An Dong-seok), ordinance bills on menopause syndrome management and support, ordinance bills on elderly fall accident prevention support, and ordinance bills on artificial intelligence administrative implementation (sponsored by Representative Lee Kyung-hwa).

The Industry and Construction Committee (Chair An Dong-seok) addresses amendments to the urban planning ordinance (sponsored by Representative Kim Maeng-ho).

Prior to the plenary session, Representative Ga Seon-suk spoke for five minutes on "addressing food deserts and supporting shopping-disadvantaged groups," while Representative An Dong-seok spoke on "promoting the distribution of misshapen agricultural products." Additionally, an agenda item sponsored by Representative Choi Dong-muk regarding an audit request to the Board of Audit and Inspection concerning Provincial Road 649 construction was rejected by vote.

Chair Jo Dong-sik stated in his opening remarks, "This regular session is a very important process for concluding Seosan's past year and planning for the next year," and urged members to "keep citizens' expectations and desires deeply in heart, pool wisdom and capacity, and make efforts for a better Seosan."
