정례회 개회, 22일간 일정 돌입

예산군의회(의장 장순관) 25일 제321회 제2차 정례회 개회했다. 12월 16일까지 22일간 회기 진행한다.

◆ 조례안 심사 착수

이번 정례회 초반 의원 발의 조례안 5건과 군수가 제출한 조례안 8건, 총 13건 심사에 들어간다. 주요 조례안 예산군 주민조례 발안 관련 일부개정조례안, 예산군 자원봉사활동 지원 조례 일부개정조례안 포함된다. 각 상임위원회별로 2025년도 제4회 추가경정 예산안 심사도 병행한다.

◆ 군정질문으로 집행부 점검

28일부터 12월 5일까지 6일간 군정에 대한 질문 실시한다. 예산군의회 집행부 군민과의 약속 이행 현황 점검하고, 개선 필요 부분에 대한 건설적 대안 제시할 계획이다.

2026년 예산안 심의, 12월 16일 최종 의결

12월 8일 제8차 본회의 개최한다. 군수의 시정연설과 2026년도 예산안, 기금운용계획안 제안설명 진행한다.

◆ 예산안 심사 일정

12월 12일까지 각 상임위원회별로 2026년도 예산안 심사한다. 이후 예산결산특별위원회 종합 심사 거친다. 12월 16일 제9차 본회의 최종 의결 예정이다.

◆ 의장 발언과 겨울 대비

의장 장순관 "올해 계획한 시책과 사업 당초 목표대로 추진되는지 점검하는 건설적인 회기 되도록 노력하겠다"고 밝혔다. 또한 "겨울철 폭설과 한파에 철저히 대비해 군민 모두 따뜻한 겨울 보내기를 바란다"고 말했다.

County Council Opens Session, Begins 22-Day Schedule

Yesangun County Council (Chairman Jang Sun-gwan) opened its 321st Second Regular Session on the 25th. The session continues through December 16, spanning 22 days.

◆ Ordinance Review Underway

The council begins reviewing five member-sponsored ordinances and eight ordinances submitted by the county executive, totaling 13 bills. Key ordinances include a partial amendment to the ordinance regarding resident ordinance proposals and a partial amendment to the ordinance supporting volunteer activities. Concurrent review of the 2025 Fourth Supplementary Budget occurs by each standing committee.

◆ Government Audit Through Council Questions

Six days of government audits scheduled from November 28 through December 5. Yesangun County Council examines whether the executive branch fulfills its commitments to residents and proposes constructive alternatives for areas requiring improvement.

2026 Budget Review, Final Vote December 16

The Eighth Plenary Session convenes December 8. The county executive presents policy speeches and explanations of the 2026 budget and fund management plan.

◆ Budget Review Schedule

Each standing committee reviews the 2026 budget through December 12. The Budget and Settlement Special Committee conducts comprehensive review afterward. Final vote scheduled for the Ninth Plenary Session on December 16.

◆ Chairman's Remarks and Winter Preparedness

Chairman Jang Sun-gwan stated, "I will make efforts to ensure this becomes a constructive session that examines whether this year's planned policies and projects proceed according to initial targets." He added, "I hope all residents prepare thoroughly for heavy snow and cold waves this winter and enjoy a warm winter season."
