76년 된 공무원 당직제도, 이재명 정부가 전면 손본다

◆ 76년 만의 당직제도 전면 개편

인사혁신처가 24일 국가공무원 복무 규칙 개정안을 입법예고했다. 1949년 도입된 당직제도를 76년 만에 전면 개편한다. 이재명 대통령은 지난 7월 "비효율적인 당직제도를 전면 개편하라"고 지시했다. 인사혁신처는 이번 개정안이 '공직사회 활력 제고 5대 과제' 중 하나라고 밝혔다. 환경 변화에 맞지 않는 낡은 제도를 정비해 근무 여건을 개선하고 행정서비스 질을 높인다는 취지다.

◆ 재택당직 허용·통합당직 확대

개정안은 재택당직을 전면 허용한다. 중앙행정기관은 기관 판단만으로 재택당직을 도입할 수 있다. 기존에는 인사혁신처·행정안전부와 사전 협의가 필요했다. 통합당직 운영도 확대된다. 같은 청사에 입주한 부처는 협의를 거쳐 통합당직실에서 공동 당직을 운영한다. 대전청사의 경우 8개 기관이 기관별 1명씩 총 8명이 당직을 섰으나, 앞으로는 3명이 8개 기관을 통합 관리한다. 야간·휴일 민원 응답은 인공지능(AI) 기반 시스템이 맡는다. AI가 민원을 자동 분류해 일반 민원은 국민신문고로, 긴급 신고는 119·112로 전환하고, 중요 민원만 당직자에게 연결한다.

◆ 예산 절감·행정서비스 시간 확보

소규모 기관의 당직 부담도 줄어든다. 당직 미실시 허용 기준을 '2주 1회 초과'에서 '4주 1회 초과'로 완화했다. 당직자의 방범·방호·방화 순찰 업무도 간소화된다. 청사관리본부와 보안업체가 보안점검을 담당하고, 당직자는 최종 퇴청자 점검에 집중한다. 정부는 재택·통합당직 확대로 연간 169억~178억원의 예산 절감을 기대한다. 인사혁신처는 당직 후 휴무로 생기던 업무 공백이 줄어 연간 약 356만 시간의 행정서비스 제공 시간을 새로 확보할 것이라고 밝혔다.

In Daejeon Government Complex, eight agencies previously had one person each for a total of eight on duty. Now three people will manage all eight agencies. AI-based systems will handle nighttime and holiday civil complaint responses. AI automatically classifies complaints, directs general complaints to the Government Civil Petition Portal, transfers emergency reports to 119 and 112, and connects only important complaints to duty personnel.

◆ Budget Savings and Administrative Service Hours Secured

The duty burden on small agencies will also decrease. The ministry eased the standard for exemption from duty from "exceeding once every two weeks" to "exceeding once every four weeks." Security patrol duties for duty personnel will be simplified. Building management headquarters and security companies will handle security checks. Duty personnel will focus on final departure checks. The government expects annual budget savings of 16.9 billion to 17.8 billion won through expanded remote and integrated duty. The Ministry of Personnel Management announced that reducing work gaps caused by post-duty leave will secure approximately 3.56 million hours of additional administrative service annually.
