충청북도가 고액·상습 체납자 359명의 명단을 공개했다. 충북도는 19일 도보와 도·시군 홈페이지, 위텍스에 지방세 체납자 312명과 지방행정제재·부과금 체납자 47명의 명단을 게시했다. 체납액은 모두 144억4300만원이다.
대상은 올해 1월1일 기준 1000만원 이상 지방세와 지방행정제재·부과금을 1년 이상 납부하지 않은 주민과 법인이다. 충북도는 지난 3월부터 소명을 요구했으나 이들은 별다른 이의신청 없이 납부를 미뤄 공개 대상에 올랐다.
◆ 청주 방서도시개발사업조합 7억9600만원 최다
공개된 정보는 체납자 성명·상호, 나이, 직업, 주소, 체납액이다. 법인은 대표자 이름도 함께 공개했다. 개인 체납액은 79억3300만원으로 226명이다. 법인은 65억1000만원을 체납했다.
지방세 체납액이 가장 많은 법인은 청주 방서도시개발사업조합으로 7억9600만원의 부동산취득세를 미납했다. 개인은 충주에서 부동산업을 한 강승권(70세·경기도 안산시 상록구 거주)씨로 지방소득세 등 4억2600만원을 체납했다.
농지법이행강제금 2억9800만원을 납부하지 않은 음성의 최문석(71세)씨는 지방행정제재·부과금 체납 개인 1위에 올랐다. 청주의 삼포건설은 부동산실권리자명의등기법 과징금 2억5800만원을 체납했다.
시군별로는 청주시가 138명으로 전체의 38.4%를 차지해 가장 많았다. 음성군 82명, 충주시 48명, 제천시 33명 순이다. 업종별로는 제조업이 82명, 건설·건축업 67명, 도·소매업 53명 순이다.
◆ 은닉재산 추적·출국금지 등 강력 대응
금액별로는 1000만원 이상 3000만원 미만 체납자가 230명으로 전체의 64.1%를 차지했다. 1억원 이상 고액체납자도 23명으로 6.4%였다.
충북도는 체납자가 외국에서 수입하는 물품에 대한 압류·공매도 관세청에 위탁할 예정이다.
충북도 관계자는 "명단 공개에 그치지 않고 은닉 재산을 끝까지 추적하겠다"며 "예금·보험·주식과 가상자산을 포함한 금융재산조회, 신용정보 등록, 가택 수색, 출국금지 요청 등 채권 확보와 행정 제재를 강화할 계획"이라고 밝혔다.

Choi Moon-seok (71 years old) from Eumseong, who failed to pay 298 million won in farmland law enforcement fines, topped the individual delinquents for local administrative penalties. Sampo Construction in Cheongju owes 258 million won in penalties under the Real Name Real Estate Registration Act.
By city and county, Cheongju had the most with 138 people, accounting for 38.4% of the total. Eumseong County had 82, Chungju City 48, and Jecheon City 33. By industry, manufacturing had 82 people, construction and architecture 67, and wholesale and retail 53.
◆ Strong Response Including Hidden Asset Tracking and Travel Bans
By amount, 230 delinquents owing between 10 million won and 30 million won accounted for 64.1% of the total. High-amount delinquents owing over 100 million won numbered 23, or 6.4%.
Chungbuk Province plans to entrust the customs office with seizure and public sale of goods that delinquents import from abroad.
A Chungbuk Province official stated, "We will not stop at disclosing names but will track hidden assets to the end," adding, "We plan to strengthen debt collection and administrative sanctions including financial asset inquiries covering deposits, insurance, stocks and virtual assets, credit information registration, home searches, and travel ban requests."
