◆ 정례회 개회, 23건 안건 검토 추진
청양군의회는 11월 18일 제316회 제2차 정례회를 개회했다. 김기준 의장이 이끄는 이번 정례회는 12월 9일까지 22일간 진행된다. 의회는 2025년도 군정 주요업무 추진실적을 종합점검하고 2026년도 본예산 및 각종 안건을 심의한다.
18일 개회 당일 의회운영위원회는 2026년도 청양군의회 회기운영 기본계획 협의 건 등 4건을 처리했다. 의안심사특별위원회는 도시가스 공급시설 설치비 지원 조례안, 전기통신금융사기 피해 방지 지원 조례안, 자전거이용 활성화 관련 조례안, 농어촌 기본소득 지원 조례안을 포함해 조례 18건과 기타 안건 5건 총 23건을 검토했다.
◆ 예산·성과보고, 순차적 진행
정례회 일정은 순차적으로 진행된다. 26일부터 3일간 예산결산특별위원회는 2025년도 제2회 추가경정예산안과 기금운용변경계획안을 심사한다. 12월 1일부터 8일까지는 2026년도 예산안과 기금운용계획안을 종합검토해 재정운용의 건전성과 효율성을 검토할 예정이다.
19일부터 24일까지 진행하는 '2025년도 군정 주요업무 추진실적 보고'는 올 한 해 군정 성과를 점검하고 향후 정책 방향을 재정립하는 자리다. 청양군의회는 부서별 핵심사업의 추진 현황, 성과, 문제점을 종합점검해 실질적 정책대안이 도출되도록 하며 필요한 제도적·재정적 지원을 추진하기로 했다.
◆ 의원 발언, 생활안전·마약류 대응·파크골프 강조
18일 본회의에서 의원들이 정책 제안을 제시했다. 임상기 부의장은 일상생활 안전을 주제로 보행 안전시설 정비와 주민 참여형 안전교육 확대, 부서 간 안전관리 시스템 구축을 제안했다.
이봉규 의회운영위원장은 마약류 예방 및 대응체계 강화를 촉구했다. 그는 "청양군은 '마약 청정지역' 명성을 지켜왔으나 전국적 확산 속에서 '청양형 마약 대응체계' 구축이 시급하다"고 강조했다.
윤일묵 의원은 파크골프 활성화를 주장했다. 그는 "시설 확충과 인프라 개선, 전문 인력 양성, 대회 유치 등을 추진하면 청양군이 '건강한 여가도시', '스포츠 복지도시'로 도약할 것"이라고 밝혔다.
김기준 의장은 개회사에서 "한 해 동안 군민을 직접 만나며 정치와 행정의 핵심 가치는 '진심으로 듣고 소통하는 것'임을 느꼈다"고 했다. 의장은 "정례회 기간 중 예산 심사에서 군민의 삶을 지탱하는 예산이 꼭 필요한 곳에 쓰일 수 있도록 '선택과 집중의 원칙'을 지켜달라"고 집행부에 당부했다.

On the opening day of November 18, the Council Operations Committee processed 4 items including coordination of the 2026 Cheongyang County Council session management plan. The Bill Review Special Committee reviewed a total of 23 items, including 18 ordinances covering urban gas supply facility installation cost support, telecommunications financial fraud damage prevention support, bicycle utilization promotion, and rural basic income support, plus 5 other agendas.
◆ Budget and Performance Reports Proceed Sequentially
The regular session schedule progresses sequentially. From November 26 for three days, the Budget and Settlement Special Committee will review the 2025 second supplementary budget revision plan and fund operation change plan. From December 1 to 8, the 2026 budget plan and fund operation plan will be comprehensively reviewed to examine the soundness and efficiency of financial management.
The '2025 Government Major Business Performance Report' running from November 19 to 24 is an important occasion to review this year's government performance and reestablish future policy directions. Cheongyang County Council will comprehensively check the implementation status, achievements, and issues of each department's core projects to ensure practical policy alternatives are derived, and will pursue necessary institutional and financial support.
◆ Councilors' Remarks Emphasize Daily Safety, Drug Prevention, and Park Golf
Councilors presented policy proposals at the November 18 plenary session. Vice-chairman Lim Sang-gi raised the issue of daily life safety, proposing improvements to pedestrian safety facilities, expansion of resident-participatory safety education, and establishment of inter-departmental safety management systems.
Council Operations Committee Chairman Lee Bong-gyu urged strengthened prevention and response systems for drug control. He emphasized, "While Cheongyang County has maintained its reputation as a 'drug-free area,' we must urgently establish a 'Cheongyang-style drug response system' amid nationwide expansion and changes in rural society."
Councilor Yoon Il-muk advocated for park golf promotion. He stated, "If we comprehensively pursue facility expansion, infrastructure improvements, professional workforce development, and hosting competitions, Cheongyang County will make a leap forward as a 'healthy leisure city' and 'sports welfare city.'"
Chairman Kim Ki-jun said in his opening address, "Throughout the year, meeting residents directly, I felt that the core value of politics and administration is 'listening sincerely and communicating.'" The chairman urged the executive branch to "uphold the principle of 'selectivity and concentration' so that budgets supporting residents' lives are spent where they are truly needed."
