◆ 협력체계 본격 시동
청양군(군수 김돈곤)은 19일 군청 대회의실에서 전국 농어촌 기본소득 시범사업 7개 군이 참여한 협력회의를 개최했다. 이 회의 개최로 전국 단위 협력 체계가 공식 시작됐다.
회의에 참여한 군 단체는 연천군, 정선군, 청양군, 순창군, 신안군, 영양군, 남해군이다. 7개 자치단체는 시범지역 간 정책 공유·협력·교류 기반을 구축하고 공동 실천 전략을 논의했다.
◆ 정책 운영 방안 집중 논의
회의장에서 7개 군은 시범사업 협의회 구성·운영, 지방소멸 대응 공동전략, 지역 특화모델 발굴 사례 공유, 지역화폐 순환체계 설계 노하우 등 실질적 정책 운영 방안을 논의했다.
7개 자치단체는 "농어촌 기본소득 시범사업은 각 지역 생존을 넘어 농촌 구조적 변화를 이끄는 국가 프로젝트"라며 공동 결의문을 통해 상호 협력과 공동 대응을 공식 선언했다. 앞서 7일, 17일 두 차례 청양군을 포함한 7개 군 대표단은 국회를 방문해 국비 비율 상향 및 지방비 부담 완화를 공동 요청했다.
◆ 2026년부터 시범사업 시행
농어촌 기본소득 시범사업은 2026년부터 2년 동안 시행된다. 주민등록되어 실거주하는 주민에게 매월 15만 원 상당의 지역상품권을 지급한다. 소비·소득·복지·돌봄이 연결되는 지역순환형 구조로 운영된다.
청양군은 12월 중 사업 지침 확정, 대상자 선정 기준 안내, 신청 시스템 구축, 읍·면·마을 단위 설명회를 순차적으로 추진할 계획이다. 군은 또한 군민 의견 수렴과 현장 중심의 운영체계 구축을 통해 제도가 안정적으로 정착되도록 관리·보완할 예정이다.
김돈곤 군수는 "농어촌 기본소득은 단순한 지원금 지급이 아니라 지방소멸 위기를 정면 돌파하고 농촌의 지속가능한 경제·복지 구조를 만드는 핵심정책"이라고 말했다. 군수는 "청양군이 중심에 서서 7개 군의 협력과 연대를 이끌고 대한민국 농촌의 새로운 표준모델을 만들어가겠다"고 덧붙였다.

◆ Cooperation Framework in Full Operation
Cheongyang County (County Governor Kim Don-gon) held a cooperation conference on November 19 at the county office conference hall with seven counties selected for the national rural basic income pilot project. The conference marks the official launch of a nationwide cooperation system.
Seven municipalities participating in the conference include Yeoncheon County, Jeongseon County, Cheongyang County, Sunchang County, Sinan County, Yeongyang County, and Namhae County. The seven local governments established a foundation for policy sharing, cooperation, and exchange among pilot regions while discussing joint action strategies.
◆ Focused Discussion on Policy Operation Methods
At the conference, the seven counties discussed practical policy operation measures including composition and operation of the pilot project council, joint strategies to counter regional depopulation, case sharing on discovering region-specific models, and know-how in designing local currency circulation systems.
The seven municipalities declared through a joint resolution: "The rural basic income pilot project is a national project that drives structural change in rural areas beyond mere regional survival," formally announcing mutual cooperation and joint response. Previously, on November 7 and 17, delegations from the seven counties, including County Governor Kim Don-gon, visited the National Assembly, calling for increased national funding and reduced local financial burden to relevant committees and party leadership.
◆ Pilot Project Implementation from 2026
The rural basic income pilot project will be implemented for two years starting in 2026. Residents registered and actually residing in the municipalities will receive regional gift certificates worth 150,000 won monthly. The system operates as a region-circulating structure connecting consumption, income, welfare, and care services.
Cheongyang County plans to sequentially implement finalization of project guidelines, guidance on beneficiary selection criteria, establishment of application systems, and explanatory meetings at township, village, and community levels during December. The county will also manage and supplement the system to ensure stable settlement through gathering residents' opinions and establishing field-oriented operational systems.
County Governor Kim Don-gon stated, "The rural basic income is not simply financial support but a core policy that directly confronts the regional depopulation crisis and creates a sustainable economic and welfare structure in rural areas." The governor added, "Cheongyang County will take the lead in driving cooperation and solidarity among seven counties, creating a new standard model for rural Korea."
