◆ 추경예산안 및 15개 안건 의결
충북도의회 건설환경소방위원회는 18일 제430회 정례회 1차 회의를 열고 2025년도 제3회 추가경정예산안을 심사했다. 위원장 이태훈 소속 위원회는 소방본부, 재난안전실, 바이오식품의약국, 균형건설국, 환경산림국의 예산안과 국립소방병원 개원 건의안, 청주국제공항 민간전용 활주로 조성 관련 건의안, 민간위탁 동의안 등 총 15건 안건을 의결했다.
◆ 궁평2지하차도 추모조형물 예산 삭감 의결
위원회는 궁평2지하차도 추모조형물 설치 예산 5000만 원을 전액 삭감했다. 그 밖의 소관 실·국 예산안은 원안대로 의결했다. 임영은 진천1 의원은 "추모조형물 설치는 신중한 검토가 필요하다"고 지적했다. 변종오 청주11 의원은 "장소 문제로 합의점을 찾지 못하고 있다"며 "이견이 있는 부분은 적극적으로 협의해, 희생자들의 넋을 기리고 교육의 장이 될 수 있길 바란다"고 밝혔다.
◆ 의원들 재정 운용 지적
노금식 음성2 의원은 차량 불용물품 매각대금 차이에 대해 "불용 처리되는 차량들의 추후 활용 방안에 대해서도 고민해 주길 바란다"고 했다. 김호경 제천2 의원은 국회 오송 참사 추모 관련 사업과의 중복 여부를 질의했다. 박용규 옥천2 의원은 "옥천 회전교차로 전환사업과 관련해 현재 민원이 발생하고 있다"며 예산 재검토를 요청했다. 황영호 청주13 의원은 명시이월 건이 많다며 "보다 신중하게 고민하고 검토할 필요가 있다"고 강조했다. 이태훈 위원장은 "추모의 필요성은 인정하지만 행정 절차는 엄정해야 한다"고 당부했다.

◆ Supplementary budget and 15 agenda items passed
The Construction, Environment and Fire Committee of the Chungbuk Provincial Assembly held its first meeting of the 430th regular session on the 18th and reviewed the 2025 third supplementary budget. The committee, chaired by Lee Tae-hoon, passed 15 agenda items including budget plans for the Fire Service Headquarters, Disaster Safety Division, Bio-Food and Medicine Bureau, Balanced Construction Bureau, and Environment and Forest Bureau, as well as a proposal for the opening of the National Fire Hospital, a proposal related to the establishment of a private exclusive runway at Cheongju International Airport, and consent for private consignment.
◆ Gungpyeong 2 Underground Road Memorial Monument Budget Fully Eliminated
The committee eliminated the full 50 million won budget for installing a memorial monument at Gungpyeong 2 Underground Road. Other budgets for the relevant divisions and bureaus were passed as originally proposed. Rep. Im Young-eun (Jincheon 1) pointed out that "installation of memorial monuments requires careful review." Rep. Byeon Jong-o (Cheongju 11) stated, "We have not been able to find common ground due to location issues," and expressed hope that "by actively consulting on disputed matters, we can honor the sacrificial victims and create an educational space."
◆ Lawmakers raise concerns about fiscal management
Rep. Noh Geum-sik (Eumseong 2) said, "We hope you will also consider future uses for vehicles being disposed of," regarding the discrepancy in vehicle scrap sale proceeds. Rep. Kim Ho-gyeong (Jecheon 2) inquired whether there is overlap with memorial projects related to the Osong disaster at the National Assembly. Rep. Park Yong-gyou (Okcheon 2) requested budget reexamination, stating "civil complaints are currently occurring related to the Okcheon roundabout conversion project." Rep. Hwang Young-ho (Cheongju 13) emphasized "the need for more careful deliberation and review," noting that many items are being carried over through specified carryover. Chairman Lee Tae-hoon stressed, "While we acknowledge the need for commemoration, administrative procedures must be rigorous."
